Attached protocol was unanimously approved by
Surgeon General's GRILL FLAME Human Use Review
Panel on 26 Mar. The Panel felt that the
protocol addresses "technology transfer" as
much as anything, and that no Human Use/Risk
issues are involved. Therefore, HEW and AR
70-25 guidelines do not apply. Concomitant
approval was given to the slightly varied
AMSAA-INSCOM version. Minutes of the meeting
will be provided to you by LTG Pixley's office.
Expect that the Panel may offer three program
improvements: (a) increase objective
scientific monitoring of in/out house effort,
(b) require a "collaborating" behavioural
scientist be actively involved and, (c) require
an internal (e.g., AMSAA) Human Use Review
Panel.
The Panel also concerned itself with several
issues outside the scope of Human Use/Risk:
Are we doing all we should regarding ethical
operational approaches? Is everyone aware of
inherient pitfalls like media michief potential,
Proxmire awards, etc? (Note: I will get a
TWIX out reminding people of the obligation to
use any new-found ability in legal, ethical,
circumspect ways.)
