(S) REQUIREMENT: To establish proposed Task Force for project GRILL FLAME (TAB A). he manning level shown is that considered necessary to develop the element into a fully esponsive intelligence collection activity over the next 18-24 months. (S) BACKGROUND: a. In late September 1978, INSCOM accepted the tasking from ACSI, A, to explore and evaluate the feasibility of employing parapsychology for intelligence ollection purposes. Specific tasking required INSCOM to see if selected INSCOM person- el could be trained to utilize that element of parapsychology referred to as remote iewing. b. In late October 1978, the ADCSOPS-HUMINT was designated as the INSCOM GRILL FLAME Project Officer. Subsequently, a project manager assistedby a training officer/ interviewer and a secretary began full-time activities. Remote viewing trainees were mployed on a part-time basis only and continued with their regular jobs. The initial exploratory/evaluative tasking has now been accomplished. This initial effort has demonstrated that remote viewing may have significant applications as a meaningful intelligence collection tool. c. The mission of the INSCOM GRILL FLAME Project as approved by CDR, INSCOM, is shown at TAB B. d. In order to carry out the apparent intelligence collection applications of his demonstrated ability, it is essential that the initial work force be expanded. (2) Intelligence analysts need to be assigned full-time to the task force in order to provide necessary interface with analysts from outside agencies and to give necessary, timely direction to project personnel as mission requirements develop. (3) Two full-titne secretaries are required to support this project. Each report produced requires 4-6 hours of typing support. Right now, the program's production ability is severely hampered by lack of necessary administrative support. (4) Remote viewers must be available to respond to tasking requirements and not off on TDY, etc., in conjunction with another job. (5) Analysts need to develop understanding and familiarization with remote viewing and associated phenomena. e. In order to reduce manpower requirements, several members of the task force will combine duties as remote viewers with their assigned job within the task force. f. Establishment of this task force will not eliminate the need for continued part-time support from other individuals already identified as having possible remote viewing capabilities. 3. (U) RECOMMENDATION: That the CDR, USAINSCOM, approve this proposed task force for immediate implementation and directed reassignment/attachment of resources as indicated at TAB B--by signing this Form 32.
