MEMORANDUM FOR EMBERS OF GRILL FLAME, SCIENTIFIC EVALUATION
COMMITTEE
SUBJECT: GRILL FLAME Update 7 August 1979
1. Yesterday I submitted the interim report (classified) to the Under Secretary
in accordance with our previous discussion. The report was very well received
and Dr. LaBerge seemed very pleased with our progress to date. The report
contained the following two essential statements:
a. Following our initial review of RV experiments, especially those
performed in accordance with the SRI protocol and procedures, it is our
conclusion that existing experimental practices are not likely to enhance the
credibility in the RV process, nor are they likely to establish the existence of
the very phenomena.
b. We recommend that AMSAA be tasked to address the issue of an RV
experiment that approaches, as far as possible, "viewing" experiments
which can be judged by humans, hopefully in a mechanistic way, i. e., filling
in blocks on an answer sheet responsive to "yes" or "no" type of answers.
It may be useful to do this work in addition to the type of experiments already
planned, rather than in complete replacement thereof. What we recommend
can be approached by picking targets that are simple and in such contrast to
their surroundings that no imagination is needed to ascertain a "match", to
what AMSAA calls an "essence" or "concept". This, of course, vwuld mean
that the AMSAA's target pool must include targets that are simple, relatively
unambiguous and well defined by a minimum of descriptors such as shape,
smell, size, function, etc. (Since relatively simple scenes are alleged to
offend the sensibilities of the viewers, we should then be prepared to grudgingly
increase the complexity until the viewers appear to be satisfied. )
2. I also received a report from AMSAA detailing 20 RV experiments,
following the SRI protocol in what they describe as a Phase I effort. The
report is classified and is available in my office for your review or could be
mailed to you upon request if you can receive SECRET information. The
report summarizes their work as follows: "Our replication of the protocol
did not result in statistical significance, but, more importantly, it did result
in a significant amount of learning on the part of all of the participants as well
as a recognition of the criticality of the evaluation process. Additionally, we
learned a great deal about ourselves. "

and am. inclosing a copy for your inforx tion and any comments which you
may wish to make to me. (I prefer if all correspondence or contacts with
SRI be channeled through the Committee Chairman.) I am also sending you
two documents that were inclosed with Hal's memorandum.
a. "Standard Remote Viewing Procedures; Local Sites (SRI's Current
Protocol)."
b. "Remote Pertubation Procedures."
4. I have set several efforts in motion to gain detailed access to work carried
out by the U. S. Air Force, and I will keep you posted on my progress in this
regard.
