1. Reference: INSCOM Reg 381-9, dtd 3 Aug 81.
2. All Detachments/Sections are responsible for preparing End Strength reports for
their elements on IA Form 71-1R, and submitting that information to the RMO NLT five
working days following the end of each fiscal quarter. The RMO will consolidate this
input, add the O&MA Funds expended portion, and submit the completed report IAW ref-
erence above.
3. Paragraph 6 of reference provides detailed guidance on the preparation of the
report. Figure 1 of the regulation is a copy of IA Form 71-1R.
