(S/CL-1/NOFORN) On 14 May 1984, CPT Mark Boyer, Aide-de-Camp, HQ, USAINSCOM telephonically notified me that the CG wanted to see me at 1445 hours that day to task INSCOM CENTER LANE Project (ICLP) with two projects. I met with MG Stubblebine from 1415-1435 hours, 14 May 1984 in his office and provided him with the results of my 3-hour meeting with LTC Foley on 8 May 1984. MG Stubblebine then directed me to consider two new projects. They are: C E N TER LANE SWARNING NOTICE! (U) Prior to my meeting with MG Stubblebine, I met with COL Kirk, Chief of Staff from 1310-1350 hours. I discussed the following points: a. (S/CL-2/NOFORN) I showed him the signed charter that inadvertently was not routed through him. He acknowledged the need and value of such a document, but opined what was really necessary was an LOI from the ACSI in order to permit CENTER LANE to operate. No tasking was issued. b. (S/CL-1/NOFORN) COL Kirk informed me the RAPT SG1J evaluation prepared by and a letter from Mr. Monroe had been forwarded to the CG for into. There has been no response from the CG. c. (S/CL-1/NOFORN) I informed the Chief that I had requested and received OACSI approval to exceed automatically approved per diem rates for ICF TDY. He expressed surprise and asked for a copy of the correspondence. d. (S/CL-2/NOFORN) I asked the Chief if he had issued instructions to Mr. Silvano to redo the CENTER LANE contract with SRI-International. I cited the recent DAIG findings and reasons why it did not seem appropriate to redo a contract. He agreed and stated that it was not necessary to redo old contracts issued by IMDSO, but that all new contracts have to be administered IAW Federal Acquisition Regulations. I acknowledge an understanding of that directive. e. (S/CL-1/NOFORN) In response to my question on approval of the FY 85/86 CENTER LANE COB, the requirement to keep CENTER LANE information compartmented, and the need for program support at the senior INSCOM management level, COL Kirk instructed Mr. Swisher, DDCSRM to be the POC for the CENTER LANE COB. He introduced me to Mr. Swisher and verbally issued the directive.
