(U) DISCUSSION: (a) (S/NOFORN) Under Secretary of Army (USofA) has been informed by Army General Council (AGC) that GF activities do constitute human use experimentation and new GF pro- grams require approval, in writing, by USofA. USofA has expressed to AGC that he would not take action on this until after the INSCOM GF briefing by LTC Watt on 22 Dec 80. we may continue our current GF activity but should not move forward with the Per AGC , FY 81 Joint Service SRI Contract until after the 22 Dec briefing. Air Force is in the same situation and DIA General Counsel will not move forward on the SRI contract until Army and Air Force have written approval from Army and Air Force Secretaries. 1J IMPACT: Should not present us with a situation we cannot live with. The continued delay with the SRI contract causes some concern for DIA (Dr Verona) as his i- t M on has been on the West Coast for the past six months as the Primary Contrac tor with no contract to monitor. There is also the possibility that SRI management could move Drs' Puthoff, Targ, and May into other SRI programs out of the parapsycholog- ical area.
