MEMORANDUM FOR RECORD. (Describe briefly the requirement, background and action taken or recommended. Must be sufficiently detailed to identify
the action without recourse to other sources. )
1. (U) BACKGROUND: On 30 Mar 79, COL Capps, COL Buescher and MAJ Stoner discussed
future steps for GRILL FLAME. COL Buescher, chief of the Army's Human Use Review
Board, advised that the Surgeon General's office should be requested to provide, by
name, a behavioral scientist to act as consultant for the next eight months.
COL Buescher suggested that the most credible, competent person for the job is
COL Harry Halloway.
2. (C/ORCON) DISCUSSION:
a. COL Holloway would play a key role in insuring development of tight protocols
and would also act as an "independent" monitor. This dovetails well with Dr. LaBerge's
concern for adequate work review.
b. COL Holloway's bona fides as one of Army's leading psychologists also brings
needed biological science perspectives to the project. Up to now the field has been
dominated by physical scientists and engineers.
c. On 3 Apr 79 Dr. LaBerge was briefed on the Redstone Psychokinesis portion of
GRILL FLAME. He commented twice after the briefing that he wanted this aspect of the
work to commence posthaste.
