ISSUE: DIA project to identify and develop new data collection/acquisition
procedures via Remote Viewing techniques.
POINTS SUPPORTING:
Remote Viewing techniques have demonstrated some successes.
Difficult to dismiss as just chance.

Research efforts have potential to improve techniques and
approaches.
Research efforts have potential to better understand the
phenomena and its physical explanations.
Continued research efforts, with expansion of level of
efforts--both in-house and contractual--could be worth the
investment.
POINTS COUNTERING:
- Current technical and human intelligence collection
capabilities are generally adequate to meet DoD needs.
Non conventional methods such as Remote Viewing are not
consistent or reliable for routine operational use.
Funding and manning of Remote Viewing project is uncertain.
Credibility of Remote Viewing questionable with some
customers.
- Need to further pursue much more research and development to
improve the potential for establishing Remote Viewing as an
operational capability.
