MEMORANDUM FOR THE DEPUTY SECRETARY OF DEFENSE
SUBJECT: GRILL FLAME Program - ACTION MEMORANDUM (U)
(S) The Defense Intelligence Agency (DIA) proposes contracting for tests of a
procedure known as remote viewing. This procedure is an intellectual endeavor
by which a person is asked to mentally perceive characteristics of a remote
location. For example, an individual would be provided with map coordinates and
asked to locate, identify or describe targets within the coordinates. Remote
viewing does not involve any electronic sensing devices at or focused at the
target site nor interpretation of photographs obtained from overhead or oblique
means. No special equipment or environment is required for the testing and
individuals tested will not be given drugs or other stimuli.
(S) Approval by the Secretary or Deputy Secretary of Defense of DIA participa-
tion in the foregoing proposal would be required by Procedure 18 if the tests
undertaken as part of the contract or extensions of the contract or later con-
tracts pursuant to the MOU, "may expose an individual to the possibility of
injury (including physical, psychological, or social injury) that increases the
ordinary risks of daily life for the subject...or that temporarily adversely
affects a person's mental or physical condition." The DoD General Counsel has
agreed that Procedure 18 of DoD Directive 5240.1R will be applicable to this
contract (see enclosures) so that approval of the Secretary or Deputy Secretary
of Defense is required.
(S) This contract is a joint service (DIA and Army) effort known as GRILL FLAME
to determine the operational parameters and usefulness of the phenomenon of
`.-' psychoenergetics. This term, psychoenergetics, includes both the programs discussed

below. The total program would be jointly funded by DIA and Army. This program
will include contracting for tests to examine remote viewing (clairvoyance) and
psychokinetics (remote perturbation). Psychokinetics is the ability to move
inanimate objects from a distance; many examples can be hypothesized.
(S) The proposal merits your approval in order to assess the practicality in
applying paranormal functions to military and intelligence goals. Further, the
research would determine if functions can be utilized by intelligence analysts
to enhance their grasp, understanding and knowledge of areas of military interest
through application of psychoenergetic techniques to military targets. Most
importantly, it would permit the Intelligence Community to assess the threat
such phenomena might pose to the national security and means by which non-friendly
applications could be sensed and negated.

"DoD intelligence components may not engage in or contract for
experimentation on human subjects without approval of the
Secretary or Deputy Secretary of Defense, or the Secretary or
Under Secretary of the Military Department."
Experimentation is defined under this Procedure to include the following:
"Experimentation in this context means a research, development, or
related activity that may expose an individual to the possibility
or injury (including physical, psychological, or social injury)
that increases the ordinary risks of daily life for the subject
(including the recognized risks inherent in a chosen occupation
or field of service), or that temporarily adversely affects a
person's mental or physical condition."
The above procedure is an implementation of Section 2-302 of E.Q. 12036. It
is the collective view of the lawyers from DIA, DoD, and Army that approval
should be sought prior to conducting this investigative review by contract.
