SUBJECT: INSCOM PROJECT GRILL FLAME: PROGRESS REPORT #1 (U)
1. (U) Period Covered: 27 October 1978 - 16 February 1979
2. (U) Purpose: The purpose of the progress report is to provide
periodic status reports concerning INSCOM's involvement in project
GRILL FLAME. These reports will be shown to "key" INSCOM personnel and
then only after the INSCOM GRILL FLAME Project Officer has determined
that a "need-to-know" exists.
3. (S/ORCON) Introduction: Sometime during the month of October 1978,
Colonel A. W. Hamel, ADCSOPS-HUMINT, INSCOM, was tasked by the DCSOPS,
low INSCOM, to provide a Project Officer for a new program that INSCOM was
becoming involved in at the direction of the ACSI. Major Murray B. Watt,
PPPA, ADCSOPS-HUMINT, was selected to be the INSCOM Project Manager (PM)
and on 27 October 1978 was so notified.
In short, the new project involved the development of a program using
parapsychology phenomena for intelligence applications. INSCOM was verb-
ally tasked (Note: There exists no written tasking between OACSI and HQ,
INSCOM) to explore the technique of remote viewing using INSCOM selected
personnel who would be trained by Stanford Research Institute - Inter-
national (SRI). Remote viewing pertains to the ability of certain
individuals to access and describe, by means of mental processes, informa-
tion sources blocked from ordinary perception, and generally accepted as
secure against such access.
4. (S/ORCON) Tasking: As previously stated, HQ INSCOM never received
any written tasking on this subject. However, the CG, INSCOM and the
ACSI had agreed upon the concept of remote viewing and the need for Army
involvement in this area. At TAB A is a copy of the revised Statement
of Work which provides for the training of three INSCOM personnel by SRI.

5. (S/ORCON) Project Development: The initial concern of the Project
Manager (PM) was to develop a full understanding of parapsychology and
the various aspects of the phenomena. Towards this end, the PM has been
greatly assisted by Lieutenant Frederick H. Atwater. LT Atwater, although
assigned to the Special Security Detachment, 902d MI Group, was attached
to the GRILL FLAME project because of previous research into this area
during work on a separate project.
a. To develop a sense of appreciation for an understanding of para-
psychology, the PM undertook a vigorous Research Program (which is still
ongoing) to include the following:
(1) Extensive reading on the subject matter.
(2) Visits to DOD officials with knowledge of the subject matter.
(3) Visits to SRI (see TABs B and C).
(4) Visits to AMSAA (see TABs D and E).
b. On 24 November 1978, the tentative milestone schedule for INSCOM
GRILL FLAME activity was submitted to the ADCSOPS-HUMINT (COL Hamel) for
his approval (see TAB F).
c. DOD Committee Action: On 28 November 1978, the first meeting of
the Working Group Committee of the DOD Special Sensors Project met at DIA.
(See TAB G.) One of the first actions of the Working Group was to form-
ally change the name of the group to the DOD GRILL FLAME Committee. The
Working Group will meet at the call of the Chairperson, Dr. Jack Vorona,
DIA. MAJ Watt, not only is a member of the Working Group, but he also
sits on the two Ad Hoc Committees formed to establish "Goals and Objec-
tives" and to develop "experimental protocol and methods for validating
experiments."
d. DA GRILL FLAME Committee: DA representatives met at HQ DARCOM
on 28 November 1978 to discuss Project GRILL FLAME and what the Army
position should be (see TAB H).
e. Procedures for conducting "Survey" -- Throughout the orientation
period, MAJ Watt and LT Atwater were busy preparing a method that would
help them select the INSCOM personnel who would volunteer for participa-
tion in the GRILL FLAME Project that INSCOM was going to carry out. It
was decided to conduct an interview with selected INSCOM personnel
throughout the greater Washington area. The interviews would serve as
the "guise" under which project personnel could obtain viewpoints,

opinions, and general feelings toward the subject of parapsychology and
the uses to which such psychic ability should be applied. The following
chart denotes the number of personnel considered and interviewed. For
security purposes the number of personnel actually selected has been
omitted--such data can be readily obtained from project personnel only on
a very strict "need-to-know" basis.

The large difference between number considered and number interviewed is
due to the elimination factors that were initially applied when meeting
with the various unit commanders or principal staff officers. The selec-
tion criteria/process was carried out in the following manner:
(1) Decision made to interview only WO/OFF/Civilians (GS9 and
above).*
(2) Initial elimination based on:
(a) Commander's evaluation.
(b) Retainability - at least 20 months.
(c) Health.
(d) Not readily available (programmed TDY, schools, etc.).
(3) Conduct personal interviews/survey.
(4) Reassessment process.
(5) Request specific personnel to volunteer for INSCOM program.

(6) SRI personnel interview selected personnel.
(7) Final decision/selection of personnel.
*Exceptions to this rule were made in three cases when project personnel
received strong recommendations concerning three individuals who did not
meet original criteria.
f. Security Aspects: Throughout the developmental phases of this
project, security has been of primary concern--not only security of
GRILL FLAME itself but security/safety of personnel involved with the
project.
Access to GRILL FLAME information is limited to a "Strict Need-to-
Know Basis" and the PM maintains a Security Access Roster of all INSCOM
personnel with knowledge of the activities of the program. Further, the
PM serves as POC for all other agencies desiring GRILL FLAME information
including security status as regards GRILL FLAME.
6. (S/ORCON) Future Plans: The coming weeks will basically be devoted
to the following activities:
a. Initial in-house training of all project personnel.
b. Training at SRI.
c. Establishing procedures and determining appropriate applications.

(S-ORCON) REVISED STATEMENT OF WORK'(U)
The overall goal of this project is the:
a. Design,. development, and establishment of a remote viewing training
program.
b. Participation of individuals from AMSAA and INSCOM in development
phases of the'training program.
Four separate activities will be undertaken to achieve this goal:
(1) Senior observers from INSCOM and AMSAAwill travel to Fort Ord;
California in November 1978 to observe remote viewing experiments. These
observers will then proceed to SRI for a.one/two week period. for the purpose of
evaluating past data, observing experiments in progress, taking part in remote
viewing experiments as a participant, and, as a monitor, conducting experiments
with other personnel. Relevant data,. protocols, and procedures will be made
available to the observers to enable them to reach informed conclusion's about
the remote viewing activity and methods for conducting similar activities in
a different location. They will be instructed in the techniques by the SRI
personnel in screening volunteers for remote viewing potential. (15%)
(2) The senior INSCOM observer will select potential candidates for further
screening by an SRI interviewer, who will then select three INSCOM individuals,
to take part in various development phases of the remote viewing training pro-
gram at SRI for a period of one month each. These individuals will act as both
participants and experimenters. Relevant training techniques and materials
developed to date will be made available to them so that they can conduct their
own experiments. (70%) SGII
(4) As an adjunct to the efforts on standard remote viewing, each of the
training program participants will carry out a minimum of 250 trials with a
Ten-Choice Numerical Testing Facility to provide a calibration on ability to
identify numeric characters by remote viewing. This is a new facility under
test in our lab to determine whether it can contribute to screening and/or
training in the remote viewing process. The data will be analyzed to detect
success/failure strategies, trends in learning ability, and so forth. The
results of such analysis will be provided to the client. (5%)

SUBJ: Summary of Visit to SRI International - 15-17 November 1978 (U)
1. (S/NOFORN) PURPOSE: This MFR highlights significant data covered during
my recent visit to SRI. The primary reasons for the visit were to-meet-
the appropriate SRI personnel involved in "Remote Viewing" (RV) experiments,
receive an overall orientation on the RV program and to discuss the proposal.
under which SRI was going to train selected INSCOM personnel in RV techniques.
2. (S/NOFORN) Mr. Scott Phillips, GS-11, Army Material Systems Analysis
Activity (AMSAA), accompanied me on the visit. Mr. Phillips has been involved
with AMSAA GRILL FLAME activities and was interested in Sensitive Compartmented
Information (SCI) projects that SRI might be working on.
3. (S/NOFORN) The major points covered during the visit are summarized below:
a. Initial orientation briefing was given by Dr. Harold Puthoff and
Russell Targ. Others in attendance were Charles Tart, Psychologist Consultant,
and Ed May, Consultant.
b. Dr. Puthoff and Mr. Targ stressed that they do not have all the answers
concerning RV Phenomenon nor do they expect to, have the answers in the near
future.
c. Concerning the new "Work Statement", we agreed on the following:
(1) SRI will train INSCOM Team Chief (Maj Watt), including management
techniques and how to design/conduct RV experiments.
(2) Maj Watt will return to SRI in late Nov-early Dec for training
(5-10 days).
(3) Maj Watt will "screen" INSCOM personnel for possible candidates
and have nominees ready for final interview by SRI personnel NLT 26 January 1979.
(4+) SRI Staffer will come to DC area (when notified we are ready)
and interview nominees. From the group of nominees, three individuals will be
selected for formal training at SRI.
(5) Beginning in April 1979, SRI will commence formal training of
individuals selected for RV training. One individual will be trained per
month and training will last 3-4 weeks. Training will include Neurophysical
Testing as well as new techniques concerning Subject Reinforcement. -
d. We discussed in some detail criteria for selection of Subjects. Again,
it should be noted, that no definite profile has been established but

experience has shown that successful subjects normally possess some of the
following characteristics:

e. Dr. Puthoff and Mr. Targ demonstrated both the "Ten Function
Random Number Generator Test" and the "Four Function Testing" equipment.
Apparently, there is some relationship to how well individuals do with the
above tests as to how they will fare during RV sessions. INSCOM trainees
will be exposed to this equipment during their respective training cycles.
f. Dr. Puthoff and Mr. Targ conducted an RV experiment with Scott
Phillips as the Subject. Agains, results were somewhat negative, at least
to me--although there were elements of the experiment which were intriguing
enough to warrant further exploration.
g. SRI does have an on-going SCI project with DIA. Initial results
have not been fully examined.
h. Finally, the trip to SRI certainly was beneficial and all patties
concerned were very helpful as well as professional. I was very impressed
with the results obtained thus far and I am looking forward to further
research into the RV arena.

1. (S/NOFORN) PURPOSE: This MFR highlights significant items covered during
my visit to SRI. The primary reason for the visit was to undergo formal
training concerning techniques of conducting "remote viewing" experiments.
2.()This initial training cycle was limited to approximately 3 days since one
phase of the program was rescheduled due to lack of resources (experigments at
Ft Ord with CDEC element were rescheduled until mid/late January 1979 because
SRI did not have trained Subject available).
3.(O)Topics covered during the 3-day training session are as listed:
a. Right/Left hemisphere dominance.
b. Method of screening potential subjects.
c. Role of statistics.
d. Review of recent experiments conducted by SRI.
e. Statistics - How they are applied to experiments.
f. Review of tape recordings from recent experiments.
g. Instructions on judging procedures.
h. Factors that inhibit/enhance success of experiements.
i. Relationship of subject to interviewer.

4. (S/NOFORN) During the course of the 3-day visit, several informal discussion
sessions were held. These sessions proved invaluable as regards the exchange of
various points-of-view on remote viewing phenomena. Some of the "key" discussion
points are listed below:
a. One of the primary objectives of our program will be to establish how we
can use the information obtained via remote viewing. For example, it would c 'us
little good if a psychic describes place where kidnapper holds individual but
can't tell you where the place is located.

1 b. Ruled out use of questionnaire that we had developed for screening
possible subjects. Felt that questions were "hostile", could be misleading, danger of
people seeking right or correct answer, and really wouldn't prove anything one
way or another.
c. As a result, we agreed that selection of subjects should be done via
one of the following methods:
(1) Modify questionnaire--use as a vehicle to open discussion with
possible subjects during one-on-one interview.
(2) Have SRI rep speak to INSCOM personnel at some sort of assembly
using "Broadening of Mind" approach. This proposal has element of security risk
even though presentation would have cover of professional development as purpose
for presentation.
d. Security of program was discussed in great detail. SRI personnel would
probably feel better if everything was "out-in-the-open". Suggest we discuss with
:SRI (and their subjects) before DA prepares any final position concerning what
will or will not be released to the press.
e. SRI stressed that DA, INSCOM, etc. should be aware that training
program will not insure instant success and that development of subject's ability to
perform at a reasonable level could take up to two years and, even then, no one
can guarantee success.
f. A review of SRI's year-end studies in remote viewing revealed the
following:
(1) There is an increase in reliability of psychoenergetic functioning
as a result of practice.
(2) Following factors appears to inhibit success in RV:
(a) Prior knowledge of target possibilities.
(b) Absence of feedback.
(c) Doing trivial tasks (test for the sake of testing).
(d) Use of repetitive target sequences.
(3) Factors that enhance success in RV:
(a) Interest factor for SUBJECT.
(b) Seriousness of purpose.
(c) A monitor to ask questions.
(d) Practice with feedback.

g. We (myself, Dr. Puthoff, Russell Targ) decided that in judging
INSCOM experiments that the best approach would be for the judge to go to
Site 1 and review selected number of target transcripts and rate accordingly.
h. One of SRI's principal SUBJECTS stressed that individual (selected
for program) is going to have to handle the fact that change to basic beliefs
might occur.
5. (S/NOFORN) We agreed that target date of late January 1979 was realistic
for being prepared to make final selection of INSCOM subjects. SRI will send
representatives to Ft Meade to help in final selection procedure. I suggested
that it might be possible to arrange luncheon during such a visit whereby the
ACSI, CDR INSCOM and other senior Army officials could have the opportunity to
meet the SRI team (including Il) and discuss overall philosophy of program.
NOTE: I will pursue this item with OACSI Action Officer - Maj Stoner, and
appropriate officials within INSCOM.

SUBJ: GRILL FLAME Meeting at Aberdeen - 2 Nov 78
1. On 2 Nov 78, INSCOM GRILL FLAME Project Officer, Maj Watt, met with the
following Army Material Systems Analysis Activity (AMSAA) personnel to discuss
AMSAA involvement in Remote viewing:

NOTE: Scott Phillips is one of the SUBJECTS in the AMSAA GRILL FLAME Project.
2. Mr. John Kramar presented a two-hour orientation briefing on AMSAA involvement
with parapsychology phenomena. This included a brief historical summary of
paranormal activities.
~3. Lynne Taylor, GRILL FLAME Project Leader, AMSAA and Scott Phillips then
briefed me on the status of the project they are running. In short, they are
conducting a series of experiments attempting to validate results that were
provided by Stanford Research Institute (SRI) on a series of remote viewing
exercises. They were conducting an exercise that afternoon and I was invited to
go with the "Outbound" team.
1t. Remote Viewing Exercise: Briefly, it consisted of the "Outbound" team
receiving a sealed envelope containing a fixed location within a 30 minute ride
of AMSAA headquarters. The envelope was not opened until after the "Outbound"
team (of which I was a member) left Aberdeen Proving Grounds. Once we knew
thelocation, we still had to drive around until 30 minutes had elapsed. At the
designated time, we arrived at the "Test" location and walked around the area.
We stayed at the "test" location for 15 minutes and then returned to AMSAA.
Meanshile, the SUBJECT was being interviewed by the Inbound Experimenter.
Their conversation was taped and available for later screening. The SUBJECT
attempted to describe the area where the Outbound Team had gone. Neither the
SUBJECT nor the Inbound Experimenter had access to the sealed envelope..
Although the results still have to be analyzed by AMSAA personnel, I would
say that the experiment was partially successful. The SUBJECT was able to provide
some information concerning our location and the surrounding environment. However,
certain control measures and other facets of the experiment need further
,xploration. I discussed my views with the AMSAA personnel.

5. Lynne Taylor is going to send me a copy of the "work contract" that is
being drawn up which will outline what SRI will undertake for INSCOM.
6. Lynne Taylor concurred that AMSAA would be able to provide space, limited
as it may be, for me to conduct screening interviews with INSCOM personnel
as we develop our program.
7. We all agreed that next step was for me to contact SRI and set up time
to go visit them in order to receive in-depth orientation/training in remote
viewing exercises.
8. T want to note that all AMSAA personnel were extremely helpful and
provided outstanding support throughout the visit.

SUBJ: Summary of Visit to AMSAA - 12 Jan 79 (U)
1. (S/ORCON) PURPOSE: On 12 Jan 79, Lt Fred Atwater and Maj Murray Watt
visited AMSAA at Aberdeen Proving Grounds (APG) for the following purposes:
a. To receive an updating on the status of their GRILL FLAME Project.
b. To listen/review some of their "session" tapes in order to obtain
ideas and suggestions for our program.
c. To review film that AMSAA had pertaining to remote viewing.
2. (S/ORDON) Lynne Taylor, AMSAA GRILL FLAME Project Officer, and Scott
Phillips spent the morning providing us with an update of their project.
They reported success in the following:
a. Target selection
b. Precognition exercises.
3. (S/ORDON) Word terminology continues to play increased importance in the
execution of AMSAA's exercises... for example,
viewer vice subject
facilitator vice interviewer
session vice experiment
..although the above only reflects word changes, AMSAA personnel feel that
the changes tend to give a more relaxed atmosphere to the program.
4+. (U) Time was not available for us to review the news film that AMSAA
had, so we accepted the kind offer to borrow the film and review it at our
leisure.
5. (S/ORCON) Other topics discussed during the visit are as follows:
a. Our. program status, including the technique(s) being used to
interview potential candidates for our program.
b. Problems that we (INSCOM) might face in the early stages of our
program.
c. Need for project to be free from interference from various levels
of management.

MINUTES OF THE MEETING, DOD GRILL FLAME COMMITTEE
1. (U) Place: DIA/DT Conference Room, Pomponio Plaza.
2. (U) Time and Date: 0930 hours, 28 November 1978.
3. (U) Attendees: See enclosure 1.
4. (S/ORCON) Following the introductions, Dr. Vorona provided opening:
comments to the group. He cautioned the Committee to maintain a low
profile with minimal fanfare. The sensitivity of the subject material
requires that all participants be circumspect in any outside discussion
of the program.
5. (U) Following these comments, the agenda was reviewed. No additions
or changes were recom-mended.
6. (S/ORCON) The group then discussed possible names for the organiza-
tion. It was decided that "GRILL FLAME COMMITTEE," following the title
given to the US Army program, would be acceptable to all participants.
7. (S/ORCON) The group then agreed to establish limited access rosters.
Each member organization is to develop its own roster and these will be made
available to the other members of the Committee. Permanent rre hers must
possess SI/TK clearances, although participants of some "ad hoc" groups
and individuals involved in research programs will only be required to
have SECRET clearances.
8. (S/ORCON) The GRILL FLAME Oversight Committee has the following members:

RADM S. Shapiro, Commander, NIC
Maj Gen J. L. Brown, Air Force ACSI
Dr. Lowell Dailey, USDR&E Representative
Members are responsible for insuring that research and experiments fall
within the legal guidelines established by the DoD and the Services.

9. (S/ORCON) An "ad hoc" working group was established to develop Commit-
tee goals and objectives. Participants are as follows:

The group will hold its first meeting in January, 1979.
10. (C) Maj Stoner then addressed problems involved with the Privacy Act
and the security of the GRILL FLAME program. Army plans to develop a:
security agreement to preclude compromise of the program and associated
activities. In addition, the DIA Legal Counsel will be contactdd for his
comments.

13. (S/ORCON) The Committee concurred with the recommendation that each
member organization maintain control over its own parapsychology research
contracts. However, all Committee members will have cognizance of the
total DoD contractual efforts in this area.

15. (C) The problem of document downgrading was also brought to the floor.
The Committee agreed that all documents originating as a result of the
GRILL FLAME program would undergo downgrading review only after 20 years.

17. (S/ORCON) Dr. Vorona then urged the development of experimental
protocol and methods for validating experiments. As a result, an "ad
hoc" working group was established to accomplish this task. Members are
as follows:

18. (S/ORCON) next provided a review of the SRI remote viewing
experiments carried out at DIA this past summer. The results appear to
be inconclusive, but satisfactory data interpretation keys must still be
developed. A summary of the experiments is attached as enclosure 9.
19. (U) The next meeting of the GRILL FLAME Committee will be 13 February
1979.
20. (U) The meeting adjourned at 1210 hours.

2. (S/NOFORN) Dr. Haley asked the various representatives to provide the group with
a brief update as to their activities in the GRILL FLAME area.
a. Mr. Kramas, AMSAA: Contract with SRI is being rewritten., to include
INSCOM participation. Meanwhile, AMSAA has been conducting experiements on their
own--thus far have completed 20 and results are being judged now.
b. Maj Watt, INSCOM: Highlighted recent trip to SRI and covered
major MILESTONES for project concerned with training INSCOM personnel at SRI.
c. Mr. Clinton: MIRADCOM presently does not have any outstanding projects
in the GRILL FALME CATEGORY; however, he had Mr. Green present short briefing
on MIRADCOM proposal for a project involving psychokinesis (PK) phenomenon.
Dr. Haley requested that MG Thompson be made aware of the proposal and that
eventually Dr. La Berge should be briefed. Col Capps and Maj Stoner were going
to follow through on this topic.
3. Maj Stoner and Maj Watt briefed Dr. Haley (at his request) on the major points
covered at the DoD GRILL FLAME meeting earlier in the day.
4. Dr. Haley requested all members to look at what information should be made
available to the public or not made available. He was concerned that Army could
look "bad" if news broke concerning Army involvementt in paranormal activities and
there was not an acceptable story prepared for release.
5. Meeting adjourned at 1530 hrs.
