Dear Ruth;
I have recently had occasion to become acquainted with
some research in the area of paranormal phenomena, specifi-
cally that relating to remote viewing. Clearly, while this
phenomenon might well result in opportunities for the collec-
tion of intelligence otherwise denied us, we first have the
duty to learn what the USSR is doing in this area so we may
know how to secure our own classified materials from this
very unique source of surveillance.
I recommend therefore, that the Department of Defense
undertake those efforts deemed necessary and appropriate to
investigate remote viewing and other, related phenomena.
As we continue this research it will be well to remem-
ber that remote viewing may have the potential for the inva-
sion of the'public's right to privacy. We will want to take
every institutional safeguard to assure that right to
privacy.
