(S/NOFORN) This report documents a remote viewing session conducted in compliance with a request for information. 2. (S/NOFORN) The remote viewer's impressions of the target are provided as raw intelligence data, and as such have not veep subjected to any intermediate analysis, evaluation or collation. Interpretation and use of the iiformat_inn provided is the responsibility of the requester. 3. (S/NOFORN) The protocol used for this session is detailed in the document GRILL FLAME Protocol, AMSAA Aplied Remote Viewing Protocol (S), undated. 4. (S/NOFORN) Following is a transcript of the. viewer's impressions.. during the remote viewing session. At TAB A are drawings and narrative provided by the remote viewer. Target cuing information was a sealed envelope containing one photograph. At TAB B is the photograph which was in the envelope and shown to the remote viewer after the session. The viewer noted after the session that he had "acquired" the target building. He expressed a strong sense of identification with the building in the photograph and felt he could "acquire" the target again. Following is a pre-session briefing to the remote viewer. Our target for this morning is an area that is shown quite clearly in a photograph that is in the sealed envelope. I'm now going to hand you the sealed envelope so that you kind of get a feeling for this, so this will help. Focus your attention on the target of interest. Of course, you can't see the picture in the envelope, but we are going to show you the picture after you describe the area to us. This is a very clear, color photograph of an. area. In the area there's a very specific, important target, zone or smalleri area within the larger picture. Obviously, the picture is of a, you know, a-- #66: --a large perspective. But there's only one smaller area within it. #32: Okay. #66: And I have seen the picture, so I will recognize during the session, and be able to direct you into the area. Now in terms of a target cuing phr.as_q in order that you will be triggered to access the target, I've come up with the following. In present time, in ,the area shown in the photograph, is the target, which is perceptible. Okay, after you access the target and describe it tome in general terms, I have some specific questions for you. #32: Okay. #66: At this time do you have any other questions about what you're going to be doing this morning? #66: In present time, in the area, shown in the photograph is the target, which is perceptible. #32:. There's a, seeing a gray stone structure with green or black trim, inverted "A!s",flat on one side. Just a minute. It's got white ends, kind of rounded. It's on a stand or flat area, two black stripes going over across the top in a "U" shape. #66: Standing on the ground, 100 yards from the target, it is clearly perceivable. #32: Just keep getting this recurring "A" pattern, like an "A" with flat top, vertical lines stretched between the "A" patterns. #66: That's fine. #32: It's on a flat surface. #66: Describe the color. #32: Very dark green or some markings with red. There's interacting with that is a cigar shape. It's more of a mottle brown in color and it's horizontal to the plane of the "A"s. There's a tower. There used to be a tall tower to one side. #32: It's thicker in the middle than it is on the top or the bottom. It's got a circle in the middle, comes to a point at the top and it has these side flat things that look like huge wing nuts of some kind, shaped in a, like a marquee shape. Keep seeing white stone, gray stone somewhere in this. #32: Stones that curve, that's all I get from this stone. They're interlocked.. and curved. They like form a foundation. See grids, red and black grids, very large, 35 - 40 feet. They're in pairs. #66: All right. Listen carefully now. In the photograph, there are many things to describe. In the photograph there are some red brick buildings to one side, multi-story,.five, six, seven stories. One of the buildings is in a "U" shape and there are two that are just rectangles. Find these brick buildings and place your back to them, you will then be facing the target. And the target will be perceptable to you. #32: See large white square. #66: That is the target. Describe it to me. #32 Wider than deep. It's hard to tell how many stories, perhaps six stories tall. Some reflection on the side, but I don't think it's windows, more like a design of some kind. The sides are angled in a little bit. It appears to be higher than 10 stories. Big flat, the base is flat, white concrete. #66: That's correct. #32: This. thing is narrower than it appeared at.first. It's wide, but very tall, but it's thinner than I thought. #66: Now, now that you have the target. #32: Still feel like there's glass sides. #66: In the target building, in the target building is a special area of interest, which is perceptable. #32: It's up high, bottom part of target is different than the top part. Upper three floors have got different functions. They're not really three separate floors. They're like different levels in an open area. See very sophisticated type reflectors, look like very balanced micro wave screens, some kind of micro wave grids with "cut"increments all interlocked. #66: Present activity in the special target area is perceptable. #32: Collection. They're collecting some, a multitude of things, but mostly very, very weak emissions. #66: Describe raw imagery the raw data. #32: I get an impression of this equipment's built to strain for or amplify very wek "wildcat" type emission. #66: Okay. I've required the raw imagery that leads you to these conclusions. #32: Okay. I'm standing behind a screen. The screen pointed north. I'm getting an impression of just small black bits hitting the screen. They're in lobes like. They're coming as teardrops, very intermittent, just teardrops of light, lot of sophisticated electronics behind me. It's storing data and other things hitting the screen, this grid like apparatus. #66: Occupants of this special target area are perceptable. Area under this area is.different function. See mixture of civilian and military in this area, predominantly military. Next level predominantly civilian. See further mixture of apparently foreign, foreign and local in ground level areas. #66: Decribe the most critical element in this special target area. #32: Appears to be an older generation computer, but very large, its modifications, like it's been adapted in some way. #66: Describe the raw data which leads you to this conclusion. #32: See an old generation computer and I see melded to the rear and right of it, many black boxes, like they're additions to it. And I get an impression of all kinds of trunk lines coming into this processor, very slow cumbersome system, you got too many wires, much too many wires, minimal chip technology. Just an impression of an older technology concerned with newer sophistcat-ion of some kind. #66: I have no further questions about the target area. It is now time for you to explore the target area, beyond the confines of my questions, and report as you see fit. Do this now. #32: Get a strong impression a capability to emit from this target as well as receive. I get another impression that the target's relatively new. Like construction was completed in the past year and a half, perhaps. Also get an impression that even the host country is not aware of the capacity of the target, although they may think they are. That's all I get. #66: All right. Relax for a moment and expand the present time, focusing on the target, expand time. It is necessary to know if there is a more active time in the target and a.less active time in the target. Expand time and look for activity in relation to time. #32: Just a minute. #32: Apparently there's a slower activity period between 2:30 - 4:30 AM area. Seems to be a draw down starting. around midnight where the activity level is high, but it'.s more of a compilation time period than a collection time period. Their collection is drawing down, but the number crunching is going up. Approved For Release 2000/08/07: C 00700380001-4 Approved For Release 2000/08/07: CIA-RQ700380001-4 #66: Describe the raw data which leads you to this conclusions. #32: See great clusters of people going around the, this computer area, from about midnight to 2:00 AM and I just see a great loss of people until about 4:30 or 5:00 AM, then a slowly build of people. There are other steady activity through those hours on like there's some kind of cut off or something. at midnight, on or about. #66: Focusing on the operations within the target area, describe the weakest link. #32: I think the weakest link is, there is. an inability to handle only so much, number crunching, believe that deluge of unnecssary garbage mixed in with whatever this place is collectingy it.1;8a good way of burning the system out. #66: That's fine. Now describe the raw data which leads you to this conclusion. #32: I just see this, it all stars out from it, it all center, with this rather antique computer, processor. It's almost an archaic form of processing. I think it's peaked now. I don't think the capacity to alter processing is capable of keeping up with technological capacity to overload it. A variance in what is targeted against in great quantity would be more than it could handle. I just see like pouring more to it would burn it out. Couldn't alter it fast enough. #66: Now just this one last exploration before we terminate the session. What this picture is, is kind of an expansion or see through view of micro wave and grid type reflector antennas, or screen. I would rather call them screens. #66: Okay, can you explain to me what this is then. #32: Okay. What it is, is in the facade type window and I just, I really can't put windows into this. I didn't see windows up here. All I I saw.were these screen like things and window facade.. They're about a.little bit taller than man size and about the width of a giant window. The front grid like was acting like a filter or a wave guide and it had all different kinds of, you know it had depth to the screen. And it had all different kinds of openings in it, different .size-openings, grid type openings. And emission would pass through this and then it would hit a grid screen back behind it that was just a mass of wires. They were like, you could vary the different kinds of wires and make different kinds of representative grids or what ever in behind it. In between this there's all kinds of special purpose antennas, which appear to be VHF, UHF, micro wave,.you know, you name it, they were all jammed in between the wave guide type grid screen and the receiver screen in the back. And there appeared to be whole row of these grids down this row of facade windows. I drew a person in for scale purposes. I said this appears to be multi-frequency micro wave. And that's the impression I got. I got the impression that they collected a lot of micro wave type emissions or that sort of frequency area and then they spent a great deal of time number crunching to break down all this different micro waving emissions. #66: And those are all very conclusive analytical statements, what is the raw impressions? #32: The raw impression is that these machines literally run by them- selves most of the day and then around midnight everybody collects around this centralized computer. facility. And then they start number crunching, you know breaking down all this crap that they have been picking up and collecting. There's definite steps here, collection, identification and then breaking it down into what ever it is. #32: Page #2 is a more specialized-type collector that's different than the rest. I drew the approximate size of a human hand in here for scale. I felt like there was very small and extreme Approved For Release 2000/08/0 -007888000700380001-4 Approved For Release 2000/08/07: CIA-RDP high frequency and I almost see a razor sharp edge of the emission coming into this thing and hitting reflectors and hitting some kind of a multi-ring type sensor in the center that is a real refined group of circular plates, one inside the other, concentric circles, one inside the other. So, this is a special type collector aside from the rest and there's a group of these. ' #66: Okay. #32: Page #3, I'm trying to explain what I mean by "wildcat" here, and I got like an emitter, call it targeted emitter that's putting out this beam like emission.acroos to the left. And then where it hits the face of an apartment building, there's a side reflection, which I put as a dotted line and I show this hitting the target building and being received by one of the screens, what I call receiver of reflected,-bowoced, "wildcat" wave. I also got an impression like they were emitting their own waves and bouncing them back and receiving those as well, like they were measuring, that sort of thing, but just an impression. #66: Okay. #32: Page #4 is, I felt like the top three floors of this building were the important. area that I was targeted against. I felt like there was sections of the flooring were missing or gone or cut away and that some parts of these collection-type units and things were stuck down. through the floor and you know.so that you gain access to them fromtop and bottom. And I also felt like the walls of this building were angled in for some reason. That might have to do with this reflection, this feeling of reflection that I get. #66: I think that the first time you said that is when you, when I asked you to stand at the bottom of the building and look up. #32: Yes. It might be a perspective from what I was looking at, looking from the bottom up. And I felt like it was sitting on a great stone white base, you know,like a really solid rock foundation type concrete and that it was very tall, you know, tower like impression. #66: Okay. #32: That's all I got. Oh, and the people, I get a distinct feeling of three different levels in this building. The upper level was predominently controled by military and civilian type people who had to have very special access to get in. #66: Okay. Now how did you visualize or did you perceive military and what did you-- #32: I don't know, experience, I .guess Aft f r,,U#mote Viewing. But then going down to the next level,, I get a feeling of complete different mission change, all civilian and military again, but -it was a complete different mission, like they had nothing to do with the top three floors. And then when I hit ground floor, I had military and civilian and indigenous population, you know, so. #66: Okay, you used the word foreign in here? #32: Yes, foreign. #66: What do you mean by foreign? #32: Foreign to this #66: Are the people in the building foreign to you or were there people that came to the building that were foreign? #32: Both. Just foreign. I would rather not expand on it because I'm not sure what I meant by it, just foreign, I had a feeling of foreign people. And I also had avery strong feeling that the population of the country in which this building lies and I think I said this, don't know what's really being done on top three floors And that's pretty much it. #66: Okay. Is there anything further you want to add? #32: Just that there's a whole bunch of these grids all the way down the side of this building. And,"Y.\like I. said, I think they're relying very heavily on a rather antiquated system as far as processing and you could probably hit this collection system with an extreme high power output and exreme high frequency range and probably , probably do irrevocable damage, if not, damage it severely, where enough times that they would just give up trying to mess with it. #66: You had commented earlier that you thought you had.a little trouble finding this target, focusing in on this target? #32: Yeah, it seemed like it was in an area, you know, with the photo representing the target, what not, and the area in general, it seemed like there was a whole lot of important things targetable within this photo. And to center just on the top three floors of this building is extremely difficult, because there's a lot of things that are just as important.or more important as what's going on on the top three floors of the building. So in the future, to target this kind of facility it will be better to cut the top floors off the building and paste it to white piece of paper, if necessity calls for that. There's so much here. Approved For Release 2000/08/07: CIA-FDP96 01-4 Approved For Release 2000/08/07: CIA-RDP9 #66: There seemed to be a lot of evironmental polution that psychically you didn't know on what to focus? #32: Yeah. #66: Okay, let me show you the picture now and looking at the actual picture that was in the sealed envelope, what kind of an impact does that have and how do you feel about now, looking at the picture? #32: Mmmm, very interesting. I think looking at the picture, the only, well my perspective is obviously is a little different because when I was looking up, it looked like the walls were bending in on the building. I don't remember seeing any of the windows, just seeing reflections down the side of the building. So if you had asked me if it had windows, I would have said no, windows facades. 1_thiink this is an older picture, because I see the building as completed and occupied and in operation. And I think there a lot more circular, a lot of circular concrete, cause I saw a lot of circular concrete, wagon wheel type shapes. Yeah, the "U" shape building on the right has like a partial wagon wheel type walkway on it. #66: I guess I'm asking you, do you have a feeling, looking at the actual picture now, do you have a feeling like you were able to access the target and that's actually whe -.e' you went? #32: Absolutely, this is the target, no doubt about it. #66: Okay.
