Enclosed is a draft copy of an unsolicited proposal for carrying out
a one-month EEG effort with F.P. The projected cost is less than
$10K--it could go for $8K, depending on how much we want to do.
This is intended to constitute a straightforward study of subliminal
detection of a distant EM source, physiologically registered.
Should this appear to be an appropriate vehicle for accomplishing
something in a non-controversial area, please make any necessary
changes or suggestions and we will submit it through channels.
