Hubbard as requested in your reply to him of 21 September 1976. Frotta my conversations with the Captain it appears that his primary desire is to obtain recognition and authority from your organization which will allow him to do two things; 1. Personally undertake research activities on behalf of the U.S. Government, and 2< Be able to grant security clearances to persons internal to any organization he should set up to pursue these research efforts. He believes that the nature of the work he would like to continue-- :%n both atomic energy and psychoactive materials--is of such a sensitive nature that he cannot perform it adequately without such authority. t7pon my questioning, he stated that he needs neither access to outside classif ied information nor financial resources from your organization. In his letters of 24 May 1976 to Mr. George Bush and 9 September 1976 to Mr. A. B. Herman, he makes reference to his efforts with the BSC and OSS prior and during World War II, and to his lack of discharge from the fJSS. the intended ~urpase of this information is to establish the existence of a continuing affiliation with the CIA which would, if recognized by the CIA, give him the authority he desires, Captain Hubbard 'be:l.i.eves that the information on his activities, which was previously -held in Canada under the Official Secrets Act, has now been transmitted, eiCher directly or indirectly, to the C?A, and that you now have verifi- cation of h.is activities prior to and during World War II. More recent information on his activities should be in Mr. Herman's files, although those files might need to be supplemented on specifics. I am unable to be precise about the research he would undertake if given :this authority. At least some of these results could be documented. However, such documentation would show his general capability, but not necessarily what he would praduce next. His creative process is such that I?m not sure he knows what he-would produce next. However, since he is not asking for financial support, perhaps project details can. be left until such time as Government funds are involved. I am personally convinced that there: is a-low but significant probability that, if given the authority he desires, Captain Hubbard would praduce results of major value to the nation. Therefore, I hope it will be viewed as in the Government's interests to assist Captain Hubbard. It is my understanding that security checks. and. background analyses describe him as capable o# holding any level of clearance required by his activities.
