Drafts of the proposed Military Construction Authorization Bill (MILCON) for
FY 1984 (Enclosure 1), and a draft of the letter that would forward this
legislative proposal to the Speaker of the House and President of the Senate
(Enclosure 2) are provided for your review and clearance. Clearance is
required as soon as possible in order that the proposed legislation can be
forwarded within 10 days of delivery of the Budget, as required by Section
2859 of Title 10, United States Code.
The draft Bill is structured in accordance with the recently enacted Military
Construction Codification Act (Public Law 97-214). The Authorization is
supported in the budget estimate of the Department of Defense and is
identified in the various titles of the Bill. Projects contained in titles I
through IV would provide normal facilities to support the operational,
military family housing, and other requirements of the active forces for FY
1984. Title V represents the annual contribution of the United States to an
international construction program for the NATO Alliance. Title VI includes
authorizations of appropriations and administrative provisions applicable to
the Military Construction Program in accordance with the Military Construction
Codification Act. Title VII would authorize construction for the Guard and
Reserve Forces for FY 1984. These authorizations are in lump sum amounts and
will be used in accordance with Chapter 133 of Title 10, United States Code.
Title VIII contains nonrecurring general provisions. The draft legislation
would (Details of these proposals are contained in Enclosure 3):
o Amend Title 10, United States Code, to provide new authority to
guarantee the occupancy of rental housing constructed by private
developers on private land near military installations;
o Amend Title 10, United States Code, to provide a new authority to
sell or exchange any Defense real property if such sale or exchange
would be in the public interest. Ninety-five percent of the net
proceeds realized from such transactions would be used to reduce the
national debt and five percent would be used to finance a Defense
Facilities Replacement Management Account;
o Exempt any construction contract entered into by the Department of
Defense from the provisions of the Davis-Bacon Act.

o Amend Section 2828 of Title 10, United States Code, to increase from
200 units to 225 units the number of family housing units for which
the maximum lease amount may be waived. This increase is required to
alleviate undue hardships on Department of Defense personnel where
the cost of housing is excessive;
o Amend Section 2828 of Title 10, United States Code, to increase the
maximum number of family housing units that may be leased at any one
time in foreign countries from 29,000 to 33,0001
o Amend Section 2807(a) of Title 10, United States Code, (concerning
architectural and engineering services) in order to include coverage
of military family housing projects and projects for the restoration
or replacement of damaged or destroyed facilities;
o Modify Section 2 of Public Law 92-378 relating to leases of land for
agricultural and grazing purposes at the Naval Air Station, Lemoore,
California, to increase the leasing limitation from 160 irrigable
acres to 960 irrigable acres; and
o Amend Section 607(b) of the FY 1966 Military Construction Authori-
zation Act to extend the development period for the Bolling/Anacostia
tract to October 1, 1989 since full realization of the Master Plan
would not be reached by the current October 1, 1984 expriation date.
o Extend the authorization for six Fiscal Year 1982 construction
projects.
Title IX provides authorization for FY 1985 to meet the basic requirements of
the Congressional Budget and Impoundment Control Act of 1974 (Public Law
93-344).
As in previous years, we wish to reserve the right to make minor project cost
revisions made necessary by updated cost information; such cost adjustments
would have only a minor effect on authorization totals. In any event, all last
minute dollar changes will be coordinated with your office and incorporated
into the enclosed letters. The Department of Defense is prepared to provide
full justification in support of this authorization request, and will be
pleased to furnish any further information you might require to clear the Bill
for inclusion in the President's FY 1984 Legislative Program.

1 Be it enacted by the Senate and House of Representatives of the
2 United States of America in Congress assembled, That this Act may be
3 cited as the "Military Construction Authorization Act, 1984".

23 of the Army may, notwithstanding the maximum amount per unit for an im-
24 provement project for family housing units under section 2825 of title
25 10, United States Code, carry out projects to improve existing military

8 AUTHORIZATION OF APPROPRIATIONS, NATO
9 SEC. 605. Funds are hereby authorized to be appropriated for fiscal
10 years beginning after September 30, 1983 for contributions by the Secre-
11 tary of Defense under section 2806 of title 10, United States Code, for the
12 share of the United States of the cost of construction projects for the
13 North Atlantic Treaty Organization Infrastructure program, as authorized
14 by Title V, $150,000,000.
15 TITLE TOTAL LIMITATION ON COST VARIATIONS
16 SEC. 606. Notwithstanding the cost variations authorized by section
17 2853 of title 10, United States Code, and any other cost variation author-
18 ized by law, the total cost of all projects carried out under each of
19 titles I, II, III, and IV of this Act may not exceed the total amount
20 authorized under sections 601, 602, 603, and 604, respectively, to be appro-
21 priated for the military department concerned or the Secretary of Defense,
22 as the case may be.
23 EXPIRATION OF AUTHORIZATIONS: EXTENSION OF CERTAIN PREVIOUS
24 AUTHORIZATIONS
25 SEC. 607. (a)(1) Except as provided in paragraph (2), all authoriza-

1 tions contained in titles I, II, III, IV, and V for military construction
2 projects, land acquisition, family housing projects, and contributions to
3 NATO Infrastructure, and all authorizations of appropriations therefor con-
4 tained in sections 601 through 605, expire on October 1, 1985, or the date
5 of the enactment of the Military Construction Authorization Act for fiscal
6 year 1986, whichever is later.
7 (2) The provisions of paragraph (1) do not apply to authoriza-
8 tions for military construction projects, land acquisition, family
9 housing projects, and contributions to NATO Infrastructure, land
10 acquisition, and authorizations of appropriations for such projects,
11 for which appropriated funds have been obligated before October 1,
12 1985, or the date of the enactment of the Military Construction
13 Authorization Act for fiscal year 1986, whichever is later, for
14 construction contracts or land acquisition.
15 (b) Notwithstanding the provisions of section 606 of the Mili-
16 tary Construction Authorization Act, 1983 (Pub. L. No. 97-321, 96 Stat.
17 1549), authorizations for the following items authorized in sections 101
18 of the Military Construction Authorization Act, 1982 (Pub. L. No. 97-99,
19 95 Stat. 1359), shall remain in effect until October 1, 1984, or the
20 date of enactment of the Military Construction Authorization Act for
21 fiscal year 1985, whichever is later:
22 (1) Solid Waste Incinerator construction in the amount of
23 $4,100,000 at Fort Dix, New Jersey;
24 (2) Rapid Deployment Force Facilities in the amount of
25 $36,000,000 at Ras Banas, Egypt.

16 ESTABLISHMENT OF CERTAIN AMOUNTS REQUIRED TO BE

18 SEC. 608. For projects or contracts initiated during the period
19 beginning on October 1, 1983, and ending on the date of the enactment
20 of the Military Construction Authorization Act for fiscal year 1985
21 or October 1, 1984, whichever is later, the following amounts apply:
22 (1) The maximum amount for an unspecified minor military construc-
23 tion project under section 2805 of title 10, United States Code, is
24 $1,000,000.

1 (2) The amount of a contract for architectural and engineering
2 services or construction design that makes such a contract subject to
3 the reporting requirement under section 2807 of title 10, United States
4 Code, is $300,000.
5 (3) The maximum amount per unit for an improvement project for
6 family housing units under section 2825 of title 10, United States Code,
7 is $30,000.
8 (4) The maximum annual rental for a family housing unit leased in
9 the United States, Puerto Rico, or Guam under section 2828(b) of title
10 10, United States Code, is $6,000.
11 (5) (A) The maximum annual rental for a family housing unit leased
12 in a foreign country under section 2828(c) of title 10, United States
13 Code, is $16,800.
14 (B) The maximum number of family housing units that may be
15 leased at any one time in foreign countries under section 2828(c) of
16 title 10, United States Code, is 33,000.
17 (6) The maximum rental per year for family housing facilities, or
18 for real property related to family housing facilities, leased in a
19 foreign country under section 2828(f) of title 10, United States Code,
20 is $250,000.
21 EFFECTIVE DATE FOR PROJECT AUTHORIZATIONS
22 SEC. 609. Titles I, II, III, IV, and V shall take effect on October
23 1, 1983.

2 AUTHORIZATION FOR FACILITIES
3 SEC. 701. There are authorized to be appropriated for fiscal years
4 beginning after September 30, 1983, for the costs of acquisition, archi-
5 tectural and engineering services, and construction of facilities for the
6 Guard and Reserve Forces, and for contributions therefor, under Chapter
7 133 of title 10, United States Code (including the cost of acquisition of
8 land for those facilities) the following amounts:
9 (1) For the Department of the Army -
10 (A) for the Army National Guard of the United States
11 $55,300,000; and
12 (B) for the Army Reserve, $52,700,000.
13 (2) For the Department of the Navy, for the Naval and Marine
14 Corps Reserves, $24,800,000.
15 (3) For the Department of the Air Force -
16 (A) for the Air National Guard of the United States
17 $79,900,000; and
18 (B) for the Air Force Reserve, $42,200,000.

1 TITLE VIII--GENERAL PROVISIONS
2 HOUSING OCCUPANCY GUARANTEES
3 SEC. 801. (a) Chapter 169 of Title 10, United States Code, is amended by
4 adding at the end of Subchapter II the following new section:
5 "Section 2833. Housing Occupancy Guarantees
6 (a) In lieu of constructing new housing, or acquiring or leasing
7 existing housing, and in order to satisfy the need for new family
8 housing for the Department of Defense by stimulating the development
9 of new housing in and by the private sector, the Secretaries of the
10 Military Departments, under uniform regulations established by the
11 Secretary of Defense, may enter into agreements to guarantee the
12 occupancy of rental housing constructed by private developers or by
13 State or local housing authorities on private land or land owned by
14 states or local governments, when such rental housing is located
15 near new military installations or existing military installations
16 that have a shortage of housing to meet the demands of military
17 personnel with or without accompanying dependents.
18 (b) Agreements made under the authority of subsection (a) shall:
19 (1) not guarantee the occupancy of more than 97 percent of the
20 units constructed under such an agreement,
21 (2) not apply to existing housing,
22 (3) require that housing be constructed to normal industry
23 standards, as determined by the Secretary of the Military
24 Department concerned,
25 (4) not exceed 15 years,
26 (5) not be renewed,

1 (6) guarantee only shelter rent determined on the basis of
2 amortizing initial construction costs,
3 (7) only be entered into where vacancies of adequate existing
4 private housing within the commuting area are less than the
5 number of military families on the waiting list for existing
6 military controlled housing or are projected to be less than
7 the waiting list plus any projected increase in families due
8 to authorized increased manning or establishment of a new
9 installation,
10 (8) only be entered into if existing military controlled housing
11 at all installations within the commuting area (except for new
12 installations or those projecting a significant increase in
13 families due to authorized increased manning) has exceeded 97
14 percent utilization at least for the prior 18-month period,
15 excluding units temporarily inactivated for major repair or
16 improvements,
17 (9) provide for military priority of occupancy, and
18 (10) include a clause rendering the agreement null and void if
19 the owner of the housing fails to maintain a satisfactory
20 level of operation and maintenance in keeping with normal
21 industry standards as determined by the Secretary of the
22 Military Department concerned.
23 (c) The Secretary of the Military Department concerned may require
24 that disputes arising under agreements entered into under the authority
25 of subsection (a) be decided in accordance with the contract dispute

1 procedures provided for by the Contract Disputes Act of 1978 (Pub. L.
2 No. 95-563, 92 Stat. 2383).
3 AUTHORIZATION TO SELL OR EXCHANGE REAL PROPERTY
4 Sec. 802. (a) Chapter 169 of Title 10, United States Code, is
5 amended by adding at the end of Subchapter I the following new section:
6 "Section 2809. Sale or Exchange of Real Property
7 (a) There is hereby established on the books of the Treasury
8 Department for the purposes of reducing the national debt by
9 selling or exchanging real property under the jurisdiction of
10 the Department of Defense, and providing for the management and
11 administration of funds made available by such sales or exchanges,
12 the Department of Defense Facilities Replacement Management Account
13 (hereinafter referred to as the management account), which shall be
14 administered by the Secretary of Defense as a single account.
15 (b) The Secretary of Defense, subject to subsections (c) through
16 (g), may sell or exchange any real property (excluding public domain
17 lands), under the jurisdiction of the Department of Defense, if he
18 determines such action is in the public interest or is necessary for
19 national defense purposes.
20 (c) The sale or exchange of any property pursuant to sub-
21 section (b)--
22 (1) shall be reported to the appropriate Committees
23 of Congress with a full description of the property, its specific
24 location, an explanation of the need for any replacement property
25 and/or facilities, an estimate of replacement and/or relocation

costs, and an estimate of the net proceeds to be realized from
the sale or exchange.
(2) shall be accomplished using competitive bid proce-
dures to the extent feasible,
(3) shall not be entered into unless the United States
will receive at least the equivalent of the fair market value of
the property to be conveyed by the United States, and
(4) shall not be entered into unless the amount ex-
pected to be realized from the sale or exchange of such property
exceeds the amount necessary to cover the costs described in sub-
section (e).
(d) (1) Exchanges of any Department of Defense real pro-
perty authorized under subsection (b) shall be accomplished by
the Secretary of Defense.
(2) The sale of any Department of Defense real property,
following a determination by the Secretary of Defense pursuant to
subsection (b), shall be accomplished by the Administrator of
General Services pursuant to this section.
(e) The Secretary of Defense may use a portion of the pro-
ceeds from any sale or exchange (if any proceeds are realized
from the exchange), made under the authority of subsection (b)--
(1) to cover any costs incident to such sale or
23 exchange,
(2) to cover the reasonable and necessary costs of
land acquisition and the construction of replacement facilities,
incident to such sale or exchange, and

(3) to cover the reasonable and necessary relocation
expenses made necessary by the sale or exchange.
(f) (1) Ninety-five percent of the proceeds remaining from
any sale or exchange made under the authority of subsection (b),
after subtracting the applicable costs described in subsection
(e), shall be covered into the general fund of the Treasury to be
used solely for the reduction of the national debt of the United
States.
(2) Five percent of the proceeds remaining from any
sale or exchange made under the authority of subsection (b), after
subtracting applicable costs described in subsection (e), shall
be credited to the management account, and may be used for the
purposes of capitalizing the costs of future projects to be accom-
plished pursuant to this section.
(3) Any moneys in the management account at the end of
a fiscal year in excess of $50,000,000, or in excess of any lesser
amount determined by the Secretary of Defense to be sufficient
for the purposes of this section, shall be covered into the gen-
eral fund of the Treasury to be used solely for the reduction of
the national debt of the United States.
(g) The proposed sale or exchange of any property pursuant
to subsection (b) that requires the expenditure of all or any part
of the proceeds from such proposed sale or exchange to acquire
land or replacement facilities, as provided in subsection (e)(2),
may not be made unless the proposed sale or exchange is specific-

ally authorized by legislation enacted after the date of enactment
of this section.
(b) The table of sections at the beginning of such subchap-
ter is amended by adding at the end thereof the following new
item:
6 "2809. Sale or Exchange of Real Property".
7 INCREASE OF HIGH COST LEASES
8 SEC. 803. Section 2828(e)(1) is amended by deleting the phrase "200"
9 and substituting in lieu thereof the phrase "225".
10 ARCHITECTURAL AND ENGINEERING SERVICES AND CONSTRUCTION DESIGN.
11 SEC. 804. Subsection (a) of section 2807 of title 10, United States
12 Code is amended --
13 a. by deleting the phrase "such purposes" the first time it
14 appears and inserting in lieu thereof the phrase "military con-
15 struction and military family housing"; and
16 b. by inserting in the first sentence after the word "projects"
17 and before the word "not" the phrase ", family housing projects, and
18 projects undertaken in connection with the authority provided under
19 10 USC 2854,".
20 BOLLING AIR FORCE BASE EXTENSION
21 SEC. 805. Section 607(b) of the Military Construction Authorization
22 Act, 1966, as amended (Public Law 89-188; 79 Stat. 818), is further amended
23 by deleting the phrase "October 1, 1984" and substituting in lieu thereof
24 the phrase "October 1, 1989".

2 SEC. 806. The provisions of the Act of March 3, 1931 (46 Stat. 1494,
3 40 U.S.C. 276a-276a-5), commonly referred to as the Davis-Bacon Act,
4 shall not apply to the wages paid for work or services performed under
5 any contract entered into after the date of enactment of this Act by the
6 Department of Defense, or to any subcontract thereunder.

2 SEC. 901. There are authorized to be appropriated for fiscal year
3 1985 such sums as may be necessary for the Secretary of Defense and the
4 Secretaries of the Army, Navy and Air Force to establish or develop mili-
5 tary installations and facilities by acquiring, constructing, converting,
6 rehabilitating, or installing permanent or temporary public works, in-
7 cluding land acquisition, site preparation, appurtenances, utilities and
8 equipment.

Dear Mr. Speaker:
In accordance with Section 2859 of Title 10, United States Code, enclosed is a
draft of legislation To authorize certain construction at military installa-
tions for Fiscal Year 1984, and for other purposes.' This legislation is con-
sistent with the Budget of the United States for Fiscal Year 1984. Appropria-
tions in support of Titles I through IX of this legislation are discussed in
that Budget.
Titles I, II, III, and IV of this proposal would authorize $8,142,686,000 in
new construction and family housing support requirements for the Active Forces
as follows: $2,615,879,000 for the Department of the Army; $1,929,577,000 for
the Department of the Navy; $3,179,086,000 for the Department of the Air
Force; and $418,144,000 for the Defense Agencies. Also included in Title I,
pursuant to Section 138 of Title 10, United States Code, as amended, is
authorization for construction of production base support at Army Ammunition
Facilities.Title V would authorize $150,000,000 for the United States' share
of the NATO Infrastructure Program.
Title VI contains Authorizations for Appropriations and recurring Adminis-
trative Provisions applicable to the Military Construction Program in accord
with the Military Construction Codification Act (Public Law 97-214). Title
VIII contains nonrecurring general provisions.
Title VII, totaling $254,900,000 would authorize construction for the Guard
and Reserve Forces as follows: $55,300,000 for the Army National Guard;
$52,700,000 for the Army Reserve; $24,800,000 for the Naval and Marine Corps
Reserve; $79,900,000 for the Air National Guard; and, $42,200,000 for the Air
Force Reserve. These authorizations are in lump sum amounts, and will be
utilized in accordance with the requirements of Chapter 133 of Title 10,
United States Code.
Title IX provides authorization for Fiscal Year 1985 to meet the basic
requirements of the Congressional Budget and Impoundment Control Act of 1974
(Public Law 93-344).
The projects that would be authorized by this proposal have been reviewed to
determine if environmental impact statements are required in accordance with

Sectional Analysis
Housing Occupancy Guarantees
The objective of Section 801 is to get more housing built to meet military
housing needs and minimize present and future Defense outlays. We propose to
amend Title 10, United States Code to provide a new authority to guarantee the
occupany of rental housing constructed by private developers on private land
near military installations. This new authority would be in accordance with
Department of Defense policy to rely on the private market near military
installations as the primary source of family housing for our people.
Sell or Exchange Real Property
The proposed Section 802 would authorize the Secretary of Defense to sell or
exchange any Defense real property if such action would be in the public
interest. The cost of replacement facilities and the cost of conducting the
transactions would be covered by the proceeds from the sale or exchange.
Ninety-five percent of the remainder of the proceeds would be applied to
reduce the national debt= five percent of the net proceeds would be used to
finance a Defense facilities replacement management account. No more than
$50,000,000 would be maintained in the fund at the end of any fiscal year.
The proposed authority would act as an incentive to the Military Departments
to dispose of underused, high-value properties and replace them with more
efficient facilities. This authority would be in addition to and complement
the existing disposal authority promulgated in the Federal Property Management
Regulations administered by the General Services Administration by making
available properties which cannot now be declared excess.
Davis-Bacon Act
Exempting our construction contracts from the provisions of the Davis-Bacon
Act (Act of March 3, 1931, 46 Stat. 1494), could save nearly $200 million in
military construction obligations during FY 1984. Savings to the Government as
a whole would be even greater.
The Administration has opposed repeal of the Davis-Bacon Act in the past,
honoring the President's pledge to seek administrative reform instead.
However, this fall the U.S. District Court for the District of Columbia
stopped the Department of Labor from implementing any administrative changes;
now the only possibility of reform is through legislation.
Maximum Number of Foreign Lease Exceptions
Section 803 would amend Section 2828 of Title 10, United States Code to
increase the number of leased foreign family housing units that may exceed the
amount specified by law as the maximum annual foreign family housing unit
lease amount from 200 such units to 225 such units. This increase is required
to alleviate undue hardships on Department of Defense personnel where cost of
housing is excessive.

The number of leased foreign family housing units that may exceed the amount
specified by law as the maximum annual foreign housing unit lease amount was
reduced from 250 units for FY 1982 to 200 units in FY 1983.
A review of requirements for FY 1984 discloses an urgent need for 25 addi-
tional units to provide quarters for members of the Defense Attache System
deployed at American Embassies throughout the world.
Seven of the additional units are required to provide quarters for military
members at three new Defense Attache Offices planned for establishment in
Africa and the Mid-East in accordance with U.S. Intelligence Community
objectives. An additional seven units are required for personnel augmenta-
tions at existing Defense Attache Offices in the same geographic area. Eleven
units are required to convert private leases to government leases in FY 1984
at locations where private leasing represents a financial hardship to military
members.
We understand and share the concern with the cost of housing military members
in high cost areas and we are doing what we can to control these costs. In
these high cost areas, whether the required housing is acquired through
government leasing or through private leasing arrangements, with the costs met
through payment of housing allowances, the costs are borne by the government.
The alternative to payment of rent is government quarters. The Department of
Defense has worked closely with the Department of State to establish an
acquisition program to replace high cost leasing. Unfortunately, where housing
rentals are expensive, housing acquisition costs are expensive and the State
Department's funding for property acquisitions has a limited capacity to
replace high cost leased units with government-owned units. The Department of
Defense is continuing to pursue this objective. In the interim, we must
continue to fill housing requirements in high cost areas through government
leasing.
Maximum Number of Foreign Leases
The Military Construction Codification Act (Public Law 97-214) provides for
the initial establishment of 29,000 as the maximum number of family housing
units that may be leased at any one time in foreign countries. The draft bill
requests that the maximum number of foreign leases be increased to 33,000 to
allow the Defense Components to enter into new built-to-lease agreements which
do not require funding until the units are occupied, subsequent to FY 1984.
Such arrangements will only be entered into when the life cycle costs are
demonstrably less expensive than military construction.
Architectural and Engineering Services
Section 804 would modify Section 2807(a) of Title 10, United States Code, to
specifically incorporate family housing and restoration projects under the
codified military construction design authority. Section 4 of the military
Construction Codification Act amends the definition of the term "military
construction' contained in 10 USC 138(f)(1) to exclude family housing and

restoration or replacement of facilities damaged or destroyed. The new 10 USC
2807 authorizes architectural and engineering services and construction design
in connection with military construction projects,' thereby excluding proj-
ects for family housing and restoration from its coverage. Specific design
authority for family housing and restoration projects is not contained else-
where in the Codification Act.
Leasing Limitation for HAS Lemoore, California
The Navy presently outleases in excess of 11,000 acres at the Naval Air
Station, Lemoore, California, for agricultural purposes. These lands are
irrigated with water from the Westlands Water District. Public Law 92-378
provides that lands at NAS, Lemoore, irrigable through facilities constructed
for the Westlands Water District, when offered for lease for agricultural or
grazing purposes, be leased, insofar as practicable, in tracts of 160 irrig-
able acres each. The purpose of the 160 acre limitation is to make lands
available for small farm operations. This was consistent with the water
subsidy limitations under the 1902 Federal Reclamation Act (32 Stat. 388).
The 1902 Act has been amended by P.L. 97-293 to increase the water subsidy
limitation to 960 acres. The proposed amendment to Public Law 92-378 will
make it consistent with the Reclamation Act amendment.
The Navy will benefit from the proposed amendment to Public Law 92-378
contained in Section 205 of the draft authorization bill through increased
flexibility in its leasing program as well as reduction in administrative
costs.
Bolling Air Force Base Extension
The reason for extending the development period for the Bolling/Anacostia
tract is that none of the acreage is presently excess to requirements. The DIA
building with large parking areas is still under construction. Work on the
road network to get increased traffic in and out of the base will start in the
near future. The Department of the Navy, the design and construction agent for
the Bolling/Anacostia complex, requires additional time to complete studies on
land usage for future requirements and development of the final master plan
for the complex.
Authorization Extensions
Section 606 would extend the authorization for the following projects:
Army
o Solid Waste Incinerator at Fort Dix, New Jersey in the amount of
$4,100,000. This project remains a valid requirement= however, the
original attempt to award the project was delayed through bid protest
action. The project has since been redesigned to avoid legal entangle-
ments but is now being held-in-abeyance pending engineering studies being
conducted nationwide on heat recovery incinerators.

o Rapid Deployment Force Facilities at Ras Banas, Egypt in the amount of
$36,000,000. The authorization extension for this project remains valid
and funds have not been appropriated. Funding is included in the FY 1984
Military Construction Request.
o Steam Distribution Line at Naval Station, Charleston, South Carolina in
the amount of $16,000,000. This project remains a valid requirement with
the design completed; however, the more economical alternative of pur-
chasing steam from Macalloy Corporation will be pursued if Macalloy's
financial position is determined to be solvent. It is currently uncer-
tain as to when this matter will be resolved.
o Nautilus Memorial at the Naval Submarine Base, New London, Connecticut in
the amount of $1,930,000. This project provides the Navy's fixed share of
construction costs for the Memorial. The project has been delayed in that
the State's fund-raising effort is just getting started.
o Municipal Sewer Connection at Naval Submarine Base, New London,
Connecticut in the amount of $2,200,000. Project has been delayed pending
completion of a study of alternate methods of effluent disposal. The
State and City are in dispute over a discharge route. Authorization and
funding of $2,200,000 is still adequate for Navy's share of construction.
Award date is indefinite.
Air Force
o Rapid Deployment Force Facilities at Ras Banas, Egypt in the amount of
$70,400,000. The authorization extension for this project remains valid
and funds have not been appropriated. Funding is included in the FY 1984
Military Construction Request.
