Revised Estimates for New Comm Services 1. Attached are the revised estimates for the "New Initiatives" new communications services (first eight assigned to ESG). These revisions are based on feedback from ESG, GOG and COMSEC. 2. Also included are the "New Initiatives" new communications services that were originally assigned to DFG but then reassigned to ESG. There are four new initiatives in this group. They are titled DFG01A to 3. At the end of the estimates, I have included some background information on each of the twelve requirements. 4. For those requirements that cover more than one fiscal year, I have labeled them A - E. For example: ESGO1A, ESG01B, ESG01C, ESG01D and ESG01E for FY89 - FY93 respectively. CONTACT: OIS/PMS, 1206 Ames, Per the concern of OIS is the ability to respond quickly to a request from Hqs. or one of the outbuildings for an archived document. Their long range requirement is to move to electronic storage and retrieval in order to be able to retrieve a document quickly and send it electrically directly to the person requesting it. OIS has an immediate requirement to send copies of documents to Headquarters electronically via a facsimile machine. The proposed plan is to complete this upgrade over several fiscal years. The following steps need to be implemented. 3. Plan for converting all the hard copy paper and microfilm documents at the archives into digital data bases. (Tape or laser disks). A study needs to be done to determine the best way to do this and develop a plan and schedule. -- in FY-90. 4. Procure the necessary computer equipment to convert and maintain the digital data bases. -- in FY-92 Declassified in Part - Sanitized Copy Approved for Release 2012/06/29: CIA-RDP95-00972R000100230001-5 Declassified in Part - Sanitized Copy Approved for Release 2012/06/29: CIA-RDP95-00972R000100230001-5 BACKUP CONFIDENTIAL COST ESTIMATES FOR NEW COMMUNCIATIONS SERVICES ESG02A and ESG03A DIRECTORATE : DDA OFFICE : OL/FACILITIES MANAGEMENT DIVISION PROGRAM YR : 89 - 93 REQUIREMENT : ESG02A -- Provide secure voice capability between permanent and mobile stations during emergency situations on the Headquarters compound. ESG03A -- Capability to issue dispatch instructions via secure data link to selected vehicles in transit. CONTACT: I IFMD/OL, to coordinate motor pool and courier activities. These same radios would be used during an emergency situation. Anyone with a cheap "Radio Shack type" VHF scanner can monitor every radio transmission being made. In talking with) ` the OL rep, I learned that there is no type of encryption for the radio transmissions now being used on the Hqs. compound to coordiate compound activities or for those radios used radios then he would like that. I told him that voice privacy radios are available now that will prevent the casual listener from understanding the radio transmissions. Radios with true NSA encryption are available for mobile and base station use but not for hand-held radios. transmissions. However, if better security is available in hand-held wants to use at least voice privacy to encrypt the The radio transmissions on the compound are, for the most part, unclassified. However, once in a while the name of a covert employee will be transmitted. The immediate need for ESG02A is to provide tactical security with the hand-held radios having voice privacy security modules built into them. The immediate need for ESG03A is to provide voice privacy for the mobile and base station radios used by the Motor pool, building supply and courier services. A study should be done to determine the appropriate security level and long term needs for these links. Do a study estimate for FY-90. Besides looking at an independent government owned system, it should also look at the availability and feasibility of using secure cellular telephone terminals. For FY-91, do an estimate for a complete secure system for ESG03A (voice, data, fax, etc.) that can pass SECRET information using an NSA approved crypto device. C/ESG is concerned that some of the OS people may end up in new buildings where there would be a cost for service. Include possible new building costs in comments. There is no longer a need for separate terminals and printers. Both estimates should be for circuits to handle WANG to WANG connections. George also said that there is also a requirement to use separate crypto on the links to provide the highest protection for the information as is possible. Installation Division is now working on a similar project for OS to provide telecommunications circuits between Polygraph Division components in Hqs. . Project 87-1554. The project office Per Andy S. of ID, OS initially asked for an independent system but has agreed to use normal secure Agency controlled telecommunications channels. However, I will include the cost of an independent system in this estimate. BACKUP CONFIDENTIAL Declassified in Part - Sanitized Copy Approved for Release 2012/06/29: CIA-RDP95-00972R000100230001-5
