Revised Estimates for New Comm Services
1. Attached are the revised estimates for the "New Initiatives" new
communications services (first eight assigned to ESG). These revisions
are based on feedback from ESG, GOG and COMSEC.
2. Also included are the "New Initiatives" new communications services
that were originally assigned to DFG but then reassigned to ESG. There
are four new initiatives in this group. They are titled DFG01A to
3. At the end of the estimates, I have included some background
information on each of the twelve requirements.
4. For those requirements that cover more than one fiscal year, I have
labeled them A - E. For example: ESGO1A, ESG01B, ESG01C, ESG01D and
ESG01E for FY89 - FY93 respectively.

REQUIREMENT : Gradually improve communications capability between
Hqs and agency archives and records center to support
electronic transfer of documents and other data.

Per the concern of OIS is the ability to respond quickly
to a request from Hqs. or one of the outbuildings for an archived
document. Their long range requirement is to move to electronic storage
and retrieval in order to be able to retrieve a document quickly and
send it electrically directly to the person requesting it.
OIS has an immediate requirement to send copies of documents to
Headquarters electronically via a facsimile machine.
The proposed plan is to complete this upgrade over several fiscal
years. The following steps need to be implemented.
3. Plan for converting all the hard copy paper and microfilm
documents at the archives into digital data bases. (Tape or laser
disks). A study needs to be done to determine the best way to do
this and develop a plan and schedule. -- in FY-90.
4. Procure the necessary computer equipment to convert and
maintain the digital data bases. -- in FY-92

REQUIREMENT : ESG02A -- Provide secure voice capability between permanent
and mobile stations during emergency situations on the
Headquarters compound.

For FY-91, do an estimate for a complete secure system for ESG03A
(voice, data, fax, etc.) that can pass SECRET information using an NSA
approved crypto device.

According to Jim, these two requirements are for additional
telephone services in existing buildings where the grids
and telephone switches are already in place.
C/ESG is concerned that some of the OS people may end up in
new buildings where there would be a cost for service. Include

In talking with George, I found out that DFG03 and 04 are being
combined into one requirement to link all the OS divisions together and
provide circuitry that will interconnect all their WANG systems. There
is no longer a need for separate terminals and printers. Both estimates
should be for circuits to handle WANG to WANG connections.
George also said that there is also a requirement to use separate
crypto on the links to provide the highest protection for the
information as is possible.
Installation Division is now working on a similar project for OS to
provide telecommunications circuits between Polygraph Division
components in Hqs. . Project 87-1554.
The project office
Per Andy S. of ID, OS initially asked for an independent system but
has agreed to use normal secure Agency controlled telecommunications
channels. However, I will include the cost of an independent system in
this estimate.
