3. We regret that the Deputy Director for Operations (DDO)
in the referenced memorandum did not cite the historical record
which the Office of Data Proceeeing (ODP) has for meeting the
needs of the Directorate of Operations (DO) for terminals.
Within our resources, we have always attempted to meet critical
Agency needs for computer terminals and printers.

2. Each program year, ODP requeets each Directorate to
identify terminal needs and to cite the budget level at which the
supporting component's progrem reeidee. ODP then program!
accordingly for terminale in the ODP budget. In 81 and 82 Nutlet
years, ODP has not received the packages which supported
component current and enhanced level terminal requirements. DO ?
requirements in FY 8/ were at the enhanced level and in FY 82
were at the current level; ODP did not receive funds in support
of Elo tetmleg.1 resuirements in either year. We have not ignored
DO's reguireetents, however. 1, FY 80, we funded 10 ad-litional
terminals over a DO llocation of and in 11 Z1, although the
DO had nebudgeted, we proviAed them with terminale, some c,Z
which are still ewaiting installation. We did this bv draving
down existing stocks of proviously funded Vet e Data 72f0's.
3. In FY 82, ODP received funds for only terminals, a',
of which were justified at levels below the current level by the
other three Directorates. Thoee Directorates, and the DO as
well, were made aware of that commitment in late lt7S as the TY
82 budget was being developed and reviewed. Thus, the commitment
for the distribution of the fl FY 82 terminals was made some time
ago as a fenction of the CIA budget process.
4. The resource situation in FY 82, unlike FY 81, will not
permit ODP to give the DO much relief. We have no remaining
funds to use for terminal requests which are in excess of the FY

turn .back critical terminal requests, from any and all
coc,ntr, because of burIget inadequacies.
S. we sympathise with the DO, but we feel a reallocation of
terminals would cause extensive difficulties with the other
Directorates involved, especially since at this point in the
fiscal year all but terminals have already been
committed to specific installations.
INSTALLATIONS
6. The DDO memorandum cites a backlog of requests, some
of which are more than one year old. However, of those
requests were submitted in November a d De ember 1981. Those
requests are for terminals and printers, plus five
relocations of existing devices. Again, the new terminals and
printers are not in our funding. We do not process an
installation request until we are able to identify and commit a
device to the request in other words, until the request is
funded.
7. Of outstanding requests in process for the DO, the
breakdcan is as follows:
8. A more complete report on these installation requests
would have included the fact that we have recently arranged for
the rental of 24 IBM terminals in an attempt to meet the DO needs
until such time as the Delta Data terminal is capable of
emulating an IBM terminal. This is a special requirement related
to the DO's ALLSTAR system, and the older requests in the table
above are all related to this problem. With the cooperation of
the Office of Communications, we recently processed priority
installation requests in order for these devices to be available
this week.
