(Williams) called this morning to say he was getting very confus a rus rated in his search for a new bureau site. He had talked with some brigadier with the UN forces and found that their map and the one the embassy was using did not agree and that a second of the sites he was considering fell within the UN protective zone. The brigadier had gone on to say that if his commander agreed, and if the church and Turkish Cypriots agreed, there was no obstacle to our using the land. I said we were certainly not going to consult the Turkish Cypriots or take the matter to New York so he could quit wasting his time. He said he understood this. The UN will have a little more information for him by the weekend but he recognizes that these two sites are non-starters. He then went on about antenna fields, remoting ark costs. I said that the aim of this action was the physical secu- rity of his personnel and operations site and not to limit himself from the outset by worrying about costs, size of the property or remoting versus non-remoting. I said we wanted Sklarewitz and the RE~,CD team to have the widest run of options within the limita- tions of the area. Chuck said he understood and was looking forward to Sklarewitz and company, as he is getting conflicting advice from Whalen on one side and Mikhailovsky on the other.
