2. (Williams) During a phone conversation with) today he
mentioned that he didn't want to be a name-dropper but he had just
come off the tennis court after a game with the Ambassador and had
remarked that we might want to add a few new satellite dishes at
the Panama site in the near future. The Ambassador said he had no
problem whatever with that. Don added that the Ambassador would,
however, be less positive about any U.S. staff increase.
