The plan closely follows the draft dated 25 July 1985 submitted by Austria Bureau. Comments or corrections are solicited. 2. MOD will be adhering to the 6-month update schedule for these plans, as stated in Ref A. Accordingly, the next update of this plan will be due in September 1986. Austria Bureau may wirefile suggested updates at that time. LONDON Bureau would assume the following coverage (Class A coverage underlined): a. 1) Albania: Tirana DS, Tirana ATA English; 2) Bulgaria: Sao is DS, Soda B En lis ; 3) Romanian: Bu arest DS, GERPRES English; 4) Yugoslavia: Be ra a DS; 5) Poland: Polis central press (by PMU); 6) Italy: Rome ANSA English; 7) USSR: Soviet journals now covered by AU to be picked up by PMU (only KOMMUNIST is Class A); Moscow Albanian/ Bulgarian/Romanian ana iev DS Ukrainian (these lower priority casts to be picked up after transfer of AU monitors; their coverage could be dispensed with in short-term situations). In a long-term outage, PMU would acquire subscriptions to East European publications now covered by Austria. b. Personnel shifts: Two Albanian, one Polish, two Bulgarian, two Romanian, and four Russian/Ukranian monitors; two editors; and two teletypists. a. 1) Phone patch to London Bureau casts from Tirana, Sofia, Bucharest, Belgrade, and Kiev domestic services (BBC may be able to receive Belgrade and Sofia in the evenings); 2) Assume Austria Bureau's coverage of Paris AFP English. c. Cologne Unit would take: a. GDR central press currently covered by Austria Bureau (with emphasis on NEUES DEUTSCFII,AND). 4. LOSSES would include: Field bureau coverage of all press from Eastern Europe with the exception of the GDR (available in Cologne) and Poland (currently subscribed to by PMU); Prague and Budapest television services; TANJUG Serbo-Croatian; daytime coverage of Budapest, Bratislava, Zagreb, and some Prague domestic service casts; all coverage of Austrian media. 5. ALTERNATIVES and Uncertanties: a. Should it prove impossible for chief and deputy chief to remain at bureau, they could usefully be transferred to London Bureau. b. Relocating one Bulgarian, two Czech, one Romanian, two Serbo-Croatian, and two Hungarian monitors to Washington to help with perishable material from the press of those countries is a useful possibility. Alternatively, these monitors could also be sent to London to process faxed material received from Prod Group. 6.
