Cruising: Paraguay Coverage
1. Attached is the scheduled semiannual update of Paraguay
Bureau's emergency coverage plan. The plan closely follows the
original plan, dated 25 June 1985, with minor changes as
dictated by Ref E. Some changes in format have been made for
ease of use. In addition, an appendix is attached which gives
essential information on how to contact Paraguay's remote
telephone contractors in Chile and Peru should the need arise.
Comments or corrections are solicited.
2. MOD will be adhering to the 6-month update schedule for
these plans, as stated in Ref A. Accordingly, the next update
of this plan will be due in October 1986. Paraguay Bureau may
wirefile suggested updates at that time.

PARAGUAY BUREAU EMERGENCY COVERAGE PLAN
In the event of interruption of Paraguay Bureau operations, and
subject to changes depending on the situation at the time:
1. PANAMA Bureau would take (Class A coverage underlined):
A. Paris AFP in Spanish (landline) (It is quite possible
that the AFP Spanish beam at Panama Bureau will differ from the
AFP beam monitored at Paraguay.)

if all other commitments met)
B. Additional personnel required: Panama Bureau would
require three to four additional monitors (Spanish and
Portuguese) and one additional teletypist from Paraguay. U.S.
staff probably would not have to be sent to Panama. There are no
current plans to evacuate foreign national employees.
C. Additional equipment required: None.

2. LOSSES would include the following Class A coverage:
1) Buenos Aires Domestic Service in Spanish (sometimes
audible at PA);
2) Timely coverage of Buenos Aires CLARIN, Buenos Aires LA
PRENSA, Rio de Janeiro JORNAL DO BRASIL, Rio de Janeiro 0
GLOBO, and Sao Paulo 0 ESTADO DE SAO PAULO -- ELAD would
cover these papers on a delayed basis.
3. ALTERNATIVES AND UNCERTAINTIES:
A. If the situation so required, Panama Bureau has reported
it can monitor Asuncion Domestic Service in Spanish with
poor-fair reception "at certain times of day."
B. Depending on priorities and circumstances, Panama's ROSET
could be used for Argentine, Brazilian, Chilean, and Peruvian
television and Chilean radio coverage.
