Dear Bill:
In light of your interest in international trade issues, I wanted
you to have an early copy of the Annual Report of the President
on the Trade Agreements Program 1984-85. The report covers all
of 1984 as well as 1985 through the end of September.
The report's policy section examines several issues central to
today's discussions over trade policy. It focuses on the causes
and consequences of the deterioration in our trade deficit; the
question of whether the United States is still internationally
competitive; the process of global structural adjustment in
agriculture, basic industries, services and high technology; and
the strengths and weaknesses of the international trading system
in today's trade and economic environment. Finally, it considers
what U.S. policy should be toward these issues.
The second half of the report, "Major Activities in 1984-85,"
examines the array of bilateral, multilateral and sectoral events
during this period. The Administration has many accomplishments
to be proud of, and they are described fully in this section.
I hope you find this report to be thorough and enlightening and
trust you will also find it a v4luable reference source.
