Contribution to SIIM
1. I wish to express my appreciation to ALA for superb
contributions to our recent Special Interagency Intelligence Memorandum,
Angola: Implications of a Cuban Trooe Withdrawal for the Military Balance
His drafts on "Cuban Forces in Angola" and "US Ability to Monitor
and Verify a Troop Withdrawal Agreement" were masterpieces of concise,
telling analysis; they were incorporated virtually intact as annexes that
underpinned several key judgments of the estimate.

2. Just as important, figured prominently in the smooth 25X1
coordination of the SIIM. As the Intelligence Community's foremost analyst
on Angola4----]organized an interagency task force, apportioned tasks, 25X1
combined cont ributions, and painstakingly coordinated his drafts at the
working level before submitting them to me. Later, at the formal
coordination sessions, his maturity, judgment, and spirit of compromise
helped speed what could have been contentious meetings. I greatly
appreciated his dedication to this project.
