Dear Bob:
This note is an overdue commendation on the extremely well-
done and useful SIIM: Angola: Implictions of a Cuban Troop
Withdrawal for the Military Balance. Walt Barrows and his team
did an excellent job in pulling together the various views in
the intelligence community on a controversial matter. More-
over, this SIIM was well timed because it assisted me in
preparing for our latest round of talks with the MPLA.
Finally, the information contained in this SIIM will poten-
tially be quite helpful in addressing some of the specific
problems inherent in a Namibia-Angola settlement if and when we
reach that juncture in the negotiations.
Again, congratulations on a job very well done.
