The list, based on observations by FBIS media analysts, is intended as an informal guide for Soviet media watchers. Some individuals are included in the list because of their formal positions in the political or propaganda apparatus, others because they have been singled out as "political observers"-the elite among media commentators-and others because they have had an important role in presenting Soviet policy in the media or have been known to articulate controversial positions. The individual's position and other pertinent background are included. This list is updated periodically and suggestions about its content would be welcome.
