Vickers, Jr. National Intelligence Officer for Latin America SUBJECT: Agenda for June 1986 Latin America Warning and Forecast Meeting 1. The June 1986 Warning Meeting for Latin America will be held on Wednesday, 18 June 1986, at 1015 hours in Room 7E32, CIA Headquarters. Invited agencies and components should please keep their representatives to a necessary minimum because of space limitations. 2. We intend to discuss the following countries/topics: Mexico, Haiti and Nicaragua. Mexico President de la Madrid is reported to be seriously considering declaring a moratorium on Mexico's foreign debt. Moderates within his cabinet are still counseling restraint while negotiating with the IMF and Mexico's international creditors in an effort to stave off such radical action. What are the chances that de la Madrid will declare a moratorium? What will be the domestic impact--economically, politically and socially? What would be the impact on other debtor countries? How would such action influence Mexican-US relations, particularly from the prospectives of trade, finance, immigration and narcotics? (CIA/ALA - 30 minutes) Haiti President Namphy's recently announced timetable for elections may help to defuse popular unrest and impatience, but further demonstrations seem likely. Pressure is already building for more changes in the ruling council and the cabinet. Is Namphy willing to make more concessions or to react firmly aginst the demonstrators? Who is behind the demonstra- tions and what are the objectives of the various groups advocating further change in the transition process? Are the demonstrations taking an increasingly anti-US tone? What are the major strengths and weaknesses of both sides? What are Managua's plans for conducting the counterinsurgency during the rainy season, and how successful are they likely to be?
