Vickers, Jr. National Intelligence Officer for Latin America SUBJECT: Agenda for December 1986 Latin America Warning and Forecast Meeting 1. The December Latin America Warning Meeting will be held on Wednesday, 17 December 1986 at 1015 hours in Room 7E32, CIA Headquarters. Invited agencies and components should please keep their representatives to a necessary minimum because of space limitations. 2. We intend to discuss the following countries/topics: Sandinista Operations in Honduras, Insurgent Reaction; and Honduran/Salvadoran/Costa Rican Support for the Contras. Sandinista Operations in Honduras The clashes between Sandinista and Honduran forces inside Honduras raise the spector of a significant escalation of the conflict. Did Sandinista forces intentionally attack Honduran positions or was this inadvertent? Will Managua now withdraw from the Las Vegas salient, dig in, or reinforce and advance? Has this changed the threat to the insurgent headquarters (DIA - 30 minutes) Insurgent Reaction The Contras have considered withdrawal from Yamales to bases further east if Sandinista pressure on their headquarters become too great. What impact has the Honduran decision to react forcefully to Sandinista encroachment had on Contra strategy? What is the status of the resupply effort? The infiltration effort? How many troops does the FDN plan to have inside Nicaragua by mid-January and what is their general strategy? Is an OAS/UN proposal for withdrawal of all foreign military personnel from the region likely to be favorably considered? (State/INR - 30 minutes) 3.
