SUBJECT: Selection of ODCI Records for the
CIA Historical Review Program (HRP)
11 February 1986
1. On 3 February OIS/CRD personnel assembled at the along. with
C/ER/OES/ODCI, and of the DCI History Staff. They
surveyed 208 feet of permanent records from nine jobs in ODCI custody, looking
for.material of the 1945-55 period that would warrent inclusion in the HRP'.
On 5 February, C/CRD/HRB examined a further six feet at the ODCI offices at
Headquarters.
2. , Of the total 2 feet surveyed, about 150 contained nothing on the
1945-55 period. The re aining 91 feet include about 100,000 pages of prime
historical material of the proper period. They consist mostly of summaries of
NSC proceedingsrCIA internal and external high-level correspondence, DCI-level
memos on meetings and interviews, position papers for the NSC, briefings for
Congress, proposals and status reports on major programs, and statements of
the principles that guided the evaluation of CIA's organization and
functions. These are also small collections of DCI speeches and personal
papers.
3. CRD estimates that about 50 feet distributed through 91 job/boxes will
be jointly chosen by CRD, ODCI, and the History Staff for historical review,
i.e., will be both of high historical interest and reasonably declassifiable.
4. A worksheet describing contents was filled out for each job/box of
documents examined. After collation of these sheets, the three parties
concerned will meet to make the final selection of records to be included in
the HRP. Review by CRD will then commence as soon as arrangements can be made
for shipment of records from the
