SUBJECT: Request for DS&T Guidelines for the Historical
25X1 ,Review of AQUATONE-and OXCART Records
1. Attached is an outline of major subjects that OIS/CRD
anticipates will be encountered during declassification review of
AQUATONE and OXCART records under the CIA Historical Review Program.
In accordance with our discussion of 5 March, I am submitting this
outline to you to solicit DS&T guidelines to govern CRD's initial
25X1 declassification review.

2. The outline is merely a prompt for your use. The items
represent what CRD is able to anticipate, based on the limited
sampling of material that we have carried out so far, as subjects that
will be encountered during the course of review. Please use the list
or not as you see fit. What we hope for are DS&T guidelines that are
as detailed as possible in breaking down subjects and as yes-no as
possible in decisions to withhold or release.
3. We are sure that after your first pass at setting guidelines
for us, many more questions will arise in the course of review that
will require DS&T-CRD consultations. The first pass, however,
hopefully will give CRD reviewers a basic orientation to how DS&T
regards the sensitivity of these records and enable CRD to begin work.
