NSSD 2-86: Soviet Initiatives in International Economic
1. In response to your question on my memorandum on NSSD 2-86, the
study indeed will look into the potential for Soviet meddling in-a new
venture.
Part of the study will review past history of Soviet participation
in international institutions--UNCTAD, UNESCO, ILO, WHO, FAO,
ICAO--to see which they have politicized, what contributions they
have made, and what their substantive positions were.
-- The second part of the study will try to anticipate future
initiatives and gauge motives whether meddling, technology
transfer, etc.
2. SOVA is now drafting part 2 of the NSSD; the deadline for prepara-
tion is still 15 October. If, as the NSC assumes, Gorbachev.is going to
Reykjavik solely to see if there is any flexibility in the U.S. position on
arms control, the schedule for NSSD 2-86 is viable. If, however, you
believe there is a possibility that Gorbachev will suggest that we also
focus on ways of improving economic cooperation, the President would be well
served by getting a preview of the SOVA analysis before," formulating language
for agreeing to such an agenda item.
