Deane,
I am a little concerned that the paper
spends proportionately too much time examining
the problem and/or outlining the constraints
thelSoviets will face, rather than the trouble
they could cause (the last 2 pages). I still
feel that the international economic arena is
one of the West's relatively unguarded fronts,
mostly because it's been our preserve for so
long, but also because the mechanisms are
becoming increasingly free of national control
(and therefore more vulnerable).
