SUBJECT: POLICY COORDINATING COMMITTEE FOR EMERGENCY
PREPAREDNESS/MOBILIZATION PLANNING (PCC-EPMP)
The President has issued a National Security Directive which
establishes an interagency Policy Coordinating Committee (PCC)
for Emergency Preparedness/Mobilization Planning to be chaired by
the Director of the Federal Emergency Management Agency. Its
full membership will be comprised of senior policy officials at
the Assistant Secretary level or equivalent designated by the
heads of the Federal departments and agencies addressed by this
memorandum, all of whom have responsibilities under Executive

Order 12656 entitled, "4ssignment of Emergency Preparedness
Responsibilities."
These designated PCC members should also be the agency Emergency
Coordinators called for by Executive Order 12656. I request that
you provide the name of your Emergency Coordinator to me by
May 30, 1989.
The meeting of the full PCC-EPMP will be held at 1:00 p.m. on
June 15, 1989, at the Old Executive Office Building. This
meeting will provide an introduction to Executive Order 12656,
the process we will recommend to accomplish its implementation
and the development of the high priority agenda.
Subsequent meetings of the full PCC-EPMP will be held at least
one time per year, and will focus on progress in the
implementation of EO 12656 and selected national security
emergency preparedness issues. Those departments and agencies
having direct involvement in specific agenda issues will be asked
to attend more frequently, while attendance of other PCC members
will be optional.
