SUBJECT: Sanitization and Downgrading of
Sensitive Intelligence: GMAIC Views
1. Attached for the information of the members is a
paper prepared by GMAIC in reply to the Chairman of the Board's
Security Committee on the above subject.
2. COMOR is requested to study this paper in connec-
tion with COMOR-D-7/8 and COMOR-D-7/7 which are on the agenda
for the meeting of 18 October.

MEMORANDUM FOR: Chairman, Security Committee
SUBJECT: Sanitization and Downgrading of
Sensitive Intelligence
1. As requested in your memorandum of 6 September 1963
(IBSEC-PR/4), GMAIC has reviewed the proposed Security Committee
report to the USIB on the subject.
2. We believe that the report recognizes the fact that
intelligence is useless if it is so restricted in its dissemination that
the appropriate action agency cannot exploit it. However, we would
like to re-emphasize this general premise.
3. It is believed that the recommendations developed in
the report are well founded, and GMAIC concurs in the general concepts
expressed in paragraphs 10, 11, and 12, subject to the following comments:
a. Paragraph 10 b, states that consideration should be
given to the preparation of targeting and similar publications to
be controlled within the T and KH systems and disseminated only
to appropriately cleared personnel. We do not believe that
this procedure is practicable. We are not sure that the net
result would be an increase in the protection of sensitive material,
in view of the large number of additional clearances which
would probably have to be granted.
b. Therefore, we believe that the alternative
proposed in paragraph 10 c. contains the only practicable
approach. In subparagraph 10 c. (3), we would prefer not to
limit the use of T and KH material in targeting and similar
publications to previously identified strike targets. We feel
that targeting is one of the primary reasons for COMOR.
activities and that identification of new'targets is one of the
most important benefits to be derived.
c. Paragraph. 11 a. of the report recommends the
separation of highly technical source data from substantive

information derived from such data. We would concur
with this recommendation only with the understanding
that there should be no obstruction placed in the way of
free flow of the technical material to those needing to
use it. This matter is of particular concern.to GMAIC,
since much of its work involves this type of'material.
d. Paragraph 11 e. recommends the
establishment of focal points within each department
and agency to authorize and record sanitization and
downgrading of COM:[NT. This is a highly desirable
objective. An additional step which would provide a
useful service to the Communith would be the establish-
ment of one central information point which would record
downgrading and sanitization actions taken by the various
departments and agencies.
a. Establishment of a similar central register
of downgraded and sanitized COMOR material would also
be desirable. Information in this register should be readily
accessible to properly cleared analytical personnel.
