MEMORANDUM FOR THE 'UNITED STATES INTELLIGENCE BOARD
SUBJECT: Request for Security Ruling on Aerial
Reconnaissance Movie over Cuba
1. The attached COMOR memorandum on the subject is forwarded
for consideration and for action(through procedure indicated in paragraph 3
below) on the recommendation contained therein.
2. Board members are advised, on the basis of information provided
by the Navy member, COMOR, that the request for release described in
the COMOR paper was made by the Chief of Naval Information.

3. USIB members are requested to communicate to the Secretariat
their concurrence in or other views on the COMOR recommendation in
paragraph 4 of the attachment.
