MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD
SUBJECT: relationships Between USIB and the National
Reconnaissance Office (NRO)
1, In executive session at the 18 September Intelligence Board meeting,
the Chairman, USIB, expressed concern over gaps in the relationships
between USIB and the NRO. He advised the Board members that he had
discussed the problem with the Secretary of Defense, who had concurred
in his conclusion that it would be useful to have Dr. McMillan, Director,
NRO, meet with the Board whenever matters of mutual concern are on the
USIB agenda. He noted in this connection that such matters should be placed
first on the agenda of Board meetings as a matter of convenience to
Dr. McMillan,
2. Mr. McCone stated further that a similar relationship should be
developed to ensure NRO participation in appropriate COMOR deliberations.
. These arrangements, he stated, should contribute to better under-
standing between USIB and NRO on problems of mutual concern and to closer
working relationships between COMOR and the NRO staff.
4. During an exchange of views which followed, USIB concurred in the
above-described arrangements,
