SUBJECT: Evaluation of the Adequacy of Satellite
Photographyin Meeting USIB Requirements
1. This memorandum is for your information.

2. I was advised by the Office of the DDI on 2r M i of your desire
that CO~ should prepare for the consideration of the USIB at its meeting
on 28 an evaluation of the adequacy of satellite photography in meeting
USIB requirements.
3. On Tuesday, 27 August, the COMOR met in special session to
consider this problem. That examination quickly revealed to the Committee
that the preparation of an adequate response to your request could not be
done in time for the Board meeting tomorrow. It is our intent to proceed
to prepare for the Board consideration at its 3 October meeting this response.
The agencies represented on COMOR will, of course, in the preparation of
our reply consult fully with the analysts and estimators for whom much of the
information is collected as well as other users. NPIC is represented at
COMOR and the paper will include its ir.,-)ut.
4. If this matter is discussed at the Board meeting on 28 August, I
would appreciate notification so that on behalf of COMOR I can be present.
