para 11) approved the attached memorandum for transmittal to the
Chairman of the Watch Committee. This paper should be read in
connection with a COMOR paper on the same subject which is going
forward to the Board for vote-slip approval as USIB-D-41.14/63;
COMOR-D-56/18.

engaged in establishing the targeting to be programmed into the

4. You should be aware that, subsequent to the extablishment
of the targeting, it will be necessary for exploitation purposes to estab-
lish target descriptions and specific readout requirements in order that
NPIC can he promptly responsive to indications needs. It will probably
also be desirable that there be established a base-line statement with
regard to each target indicating what may be expected as a normal
situation in order that deviations from this may be promptly recognized
