MEMORAJDUM FOR: Deputy Director (Intelligence)
SUBJECT: Utilization Advisory Board for Product of
AQUATONE
1. The " .E1T Control,System established to provide security
protection for Project AQUA.TONE during the utilization of its products
in the production of intelligence provides for a CIA Utilization Board.
This should be changed to Utilization Advisory Board.
2. This Board has the important mission of stimulating the
Agencies participating in the TALENT Control System to exploit the
AQUATONE product to the optimum benefit for intelligence production
without directly citing the source or the raw information produced
by the source. That the utility of the raw materials depends on its
sanitization for use in intelligence estimates and reports has been
clearly recognized by all concerned with Project AQUATONE.
3. The DD/I is designated Chairman of the Utilization Advisory
Board, which will have as its members representatives of the participat-
ing agencies and offices namely: ACSI; ONI; AF; NSA; the CIA EI NT
Staff Officer; the Chief, Foreign Intelligence Staff; a representative
of the Director of Security and a representative of the Director of
AQUATONE.
lt-. The Board, in fulfilling its mission, should be guided but
not necessarily limited by the principles and procedures for the
utilization of photography and C( 'LINT as recommended by the Ad Hoc
Requirements Committee for Project AQUATONE and approved by CIA.
Further guidance which will relate to the ELINT product is now under
development by the same committee and will be conveyed to the Board
when approved.
5. As the Board gains experience, it may find that new policies
are required. Such new policies will be coordinated with the Project
Director in the light of his over-all security responsibility for
Project AQUATONE.
