Clifford, Capt., USN FROM : TALENT Security Officer, CIA SUBJECT: Authorization to Reproduce Photograph Prints 25X1 25X1 DATE: 21 December,1956 Copy / of -6 copies D 25X1 A +l 4eatjon is ca a tp an agre?miicnt reached by the Ad Hoc Requirements Committee as set forth in the minuteo_of the meeting November 23, 1956, under Item 8, at 25X1 which time it was agreed that titling or retitling as the case might be, of all materials bearing other than a CHESS or TALENT indicator resulting from AQUATONE Project, would be carried out under the TALENT Control System as feasible. B. On 15 November 1956, a policy guidance instruction was directed to Operations, HTAUTOMAT, Members of the ARC for transmittal to all field TALENT Control Officers which stated, in effect, that as of 21 November 1956, all raw materials produced as the result of AQUATONE operations over foreign areas, namely photographs, ELINT and COMINT and all finished: intelligence produced therefrom, will be labeled with the code word "CHESS" instead of "TALENT" and will be subject to handling under all of the provisions of the TALENT Control System. The policy guidance was issued by the TCO/CIA with the concurrence of the Director of Project AQUATONE and the TSO/CIA. C. As the result of this decision the TSO/CIA dispatched instruction to HTAUTOMAT producing elements in the field that all raw materials covering all foreign areas resulting from the Project AQUATONE would be titled TOP SECRET CHESS or SECRET CHESS as required. II. RECOMMENDATION: A. It is recommended that authorization be granted the Navy request for the reproduction of the target prints outlined in items 2 (A, B & C) also as outlined in items 3 (a, b & c) provided that all materials are properly labeled TOP SECRET CHESS and maintained under the provisions stipulated in the TALENT Control System particularly with respect to accounta- bility and safe storage, .. ! .
