MEMORANDUM FOR: Chairman, Utilization Advisory Board
SUBJECT : Bequest for Special One Time Utilization
of TALENT System Material
1. Pursuant to verbal authorization by the Chairman, Utili-
sation Advisory Board to the Far East Division/DIP for the immedi-
ate operational use of certain sanitized TALENT System materials,
the following is submitted for the record.
2. Permission is hereby requested to blend TALENT System
material vith existing sources and other information for immediate
operational use. Some specific points taken from TALENT informa-
tion do not in fact exist from other sources; hovever? it is rea-
sonable and plausible that collateral sources could supply this
information.
3. The materials provided by NTAUTOMAT for briefing purposes
outside of the TALENT System were intended as c aids to the
operational planning of
They consist of:
a. 3 part mosaic and covering overlays
2 copies of each).
b. 2 copies composite mosaic.
The materials released are classified "Secret - Noforn Continued
Control" and will be returned to the files of theafter
their one time use.

The character of the 70 ms contact scale tracker photo-
graphy, upon which the sanitized materials are based, has been dis-
torted by enlargement and reduction so as to preclude photo inter-
pretation which might reveal actual scales, altitude, or other
operational information that could be traced to the TALENT source.
