MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD
SUBJECT: Report on High-Level Coverage of Cuba
1. COMOR reports that in accordance with paragraph lc
of USIB-D-41. 14/53 a review has been made of the coverage of Cuba
for the 3 weeks ending 17 July. The reporting periods, based on, the
eports of the COMOR Working Group, are 27 June to
3 July, 4 July to 10 July, and 11 July to 17 July.*
During each of the first 2 periods,
missions were flown; during the third, 6 were flown.
Area coverage in photography with 25% or less cloud
cover amounted to 69% in the first period, 87% in the second,
and 48% in the third. The decline in coverage was due primarily
to adverse weather.
"Island coverage as feasible" declined. Of about 185
targets, 6 were not covered in the first period, 12 were not
covered in the second, and 19 were not covered in the third.
"Coverage of highest priority targets" also declined.
In each of the first 2 periods, useable photography was obtained
of all but one of these targets; in the third period, 7 were not
covered.
2. Weather conditions remained generally poor during
17 - 20 July, and coverage suffered correspondingly. On the 20th,
however, the weather began to improve and missions were flown

on the 20th and on the 21st. Coverage on the 21st was the best since
early July, and area coverage rose from an estimate of 34% as of
20 July to 58% as of 21 July. The number of highest priority targets
not covered adequately during a 7-day period dropped from 10 as of
20 July to 5 as of the 21st.
3. The COMOR concludes that the revised USIB guidance
(para 17 of USIB-D-41. 14/53) has not resulted in any deterioration
in coverage, and that the short period of poor results was due pri-
marily to weather.
