Approved For Rele s 2001/11/08: 21301090R0026 0090002-9 21 November 1963 MEMORANDUM FOR: Director of Central Intelligence SUBJECT: High-Level Coverage of Cuba 1. As of this morning, there are ten highest priority targets which have not been covered within the last 14 days and seven other highest priority targets have not been covered for 12 to 13 days(see attachment). The Limonar military camp has actually not been covered since the first of November. Of some concern are recent reports of the possible arrival of additional Soviet per- sonnel and materiel in Cuba and the need to bring up to date our photography of the SAM sites. It is the consensus of COMOR that earliest advantage should be taken of good weather in order to ensure adequate coverage of the highest priority targets that have not been covered and to raise the percentage of island coverage. Coverage of the SAMs might be helpful in production of the Special National Intelligence Estimate (SNIE) on Soviet turnover of SAMs to the Cubans. 2.
