1. Decisions of targeting were delayed because of extended discussions
of the list at the JCS level. My only modification of esterda 's
Brass Knob targets was to recommend the addition of the
search area (introduced 16 November by which was 95%
cloud-covered on the 20 November missions., y recommended targets
fo were ports where large freighters had been spotted:
Casilda Port
Casilda Staging Area
Matanzas Port
Santiago de Cuba Port

2. At 1545 the JCS were still discussing the proposed list for
25 November, which had been boiled down to the following:
Havana Port
Mariel Port
tanzas Port
Casilda Port
Casilda Staging Area 25X1A
San Julian A/F
Artemisa Military Camp
Santiago de las Vegas Military Camp 25X1A
3. At 1630, after conferrin with I phoned
and advised him that thrsearc area was a target in w e s
a particular interest. He concurred in this interest, saying that
as far as he was concerned it was still high on the list of targets
to be covered, subject to weather conditions. At this time the JCS
had not approved any list.
