from NSA to Colonel Ronka (same has been sent to Colonel Kellond) giving specific
instructions on the method of handling the continuous or blow by blow reporting.

3. My remaining action on this problem is to prepare a follow-up memo-
randum indicating the actions that have been taken and to which all parties have
agreed so that we may make reference back to them as necessary in the future.
