CONSULTANTS PRESENT
Requirements for 1019-J and 1021-J
1. The Working Group reviewed the status of mapping and
charting requirements for 1019-J and 1021-J, the latter being the special
event mapping, charting, and geodesy mission. The requirements
approved in COMOR-M-308, paragraph 6e, and published in COMOR D-56/66-10
will apply to both missions, reported that there were some
minor adjustments required in that statement of requirements. These adjust-
ments will-be provided to the Chairman who will issue an MCGWG document
containing the approved requirements for future reference (see MCGWG-D- 1/ 1).
2. In this connection, reported that the Army
Map Service has been designated responsible for maintaining an index of
coverage acquired--an action which will be undertaken immediately after

each mission, whether it is a regular KH-4 or a special event; mission.
The results will be provided immediately directly to the NRO and will
be reported likewise to the MCGWG so that it may determine require-
ments for a next upcoming mission.
3. Also in this connection reported that the
angle of inclination for Mission 1021-J was finally determined at 70 degrees
with a near circular orbit at about 110 nautical miles altitude.

The Next Special Event Mission
5. The Working Group canvassed the scheduling of their
activities with regard to the second of the two Board approved special
event missions for mapping, charting, and geodesy. It is not anticipated
that the mission will be recommended prior to September with a proba-
ble preference for later in the-:year. assured that guidance
both as to technical parameters and programming would not be needed by
his office earlier than approximately 35 days prior to the desired launch
date. The importance of examining the results of 1021-J was emphasized
as well as the mapping, charting, and geodesy results of regular KH-4
missions in determining the optimum time for the second special MC&G
mission in 1965.
6. Mention was also made of the possibility of delaying this
second special mission until early 1966 in the event that the reseau and
the three-inch stellar camera might be available, reaffirmed
that January 1966 was the earliest date given by to the
Board; felt that it would be more likely later than earlier.
The Chairman expressed some surprise at the thought of such possible
delay in view of the fact that the Board had been assured of the value of

the special event missions without reseau and three-inch stellar and
the need to proceed urgently at the rate of two special event missions
per year for the next three years.
7. It was indicated that the military departments are care-
fully examining the technical :parameters of the next special mission,
giving particular attention to the values to be obtained by an orbit at
approximately 300 miles altitude. Meanwhile, however, it was recog-
nized that there was no useful purpose to be served by discussing in
the MCGWG prior to 15 July at the earliest matters bearing on the
next special mission although members should feel free to raise ques-
tions if necessary.
KH-7 Free Wheeling
8. raised the question as to which of the one
million square miles in the USSR were not yet covered adequately for
MC&G purposes. The Working Group agreed that the areas were with-
in the present "holidays" assigned for intelligence collection; therefore,
no additional advice is required.
9. Indicated the possibility of the use of the
one and one-half-inch SI free wheeling on the KH-7 mission after the
one shortly to be launched. He pointed out that free wheeling means
that the SI coverage could be obtained separately from and without
detriment to the regular coverage programmed for the KH-7. He agreed
to advise the Working Group at its next meeting whether this possibility
was firm. The Group accepted his offer to provide a briefing on the
KH-7 free wheeling arrangement.
Photography for City Plans
to use extra film in the KH-7 missions for photography of cities for
which city plans are necessary. indicated that this subject
had been discussed by the COMOR Photo Working Group and referred
back to DIA for further examination since it is known that some of the
cities are already covered by adequate photography. ffered

Next Meeting
11. The next meeting was called for 11 May at 2 pm at which
time the items indicated in paragraphs 4 and 9 above would be considered.
The Chairman invited any member to be in touch with him to discuss
additional agenda items as early as possible, preferably not later than
the Wednesday preceeding the 11th. However, he emphasized the impor-
tance of meeting the needs both of the consumers and the NRO and that
the Working Group would have to be prepared to act on short notice on
occasion.
Need for Further ARGON Shots
12. The Chairman asked whether there was need for additional
AEGON missions. There was cursory discussion of that subject. How-
ever, stated that there needed to be a lot of study of this
question in the military departments before it could be usefully considered
at the MCGWG.
