PURPOSE OF THE SURVEY
This survey was prepared in compliance with DCID 151
(14 September 1854) which directed the Economic Intelligence
Committee to "prepare and circulate consolidated periodic lists of
economic research being conducted within the intelligence agencies."
It inventories the research efforts of the U_S: Government Gndn~Rnv;et
Bloc economy. e purpose vey is to provide a comprehensive
listing of economic research projects on the Sino-Soviet Bloc economy
for:
a. reference by the separate agencies in planning future research
programs,
b. facilitating interagency exchange of economic research
materials, and
c. use in identifying the need for coordination of projects
containing overlapping subject matter.
DESCRIPTION
The preparation of this survey involved examination of reported
government-sponsored internal and external* economic research programs
on the Sino-Soviet Bloc.
Six reports on internal research programs were issued covering
the period 1 January 1952 through 30 June 1954? One report was
issued covering external economic research for the period 1 January
1852 through 31 December 1953 (EIC-S-13 ~Revise~). Three reports
covering both internal and external economic research projects were
issued: EIC-S-lg covering calendar year 1854, EandSEIC-S~22rlcovering
the period 1 January 1955 through 30 June 1955,
calendar year 1955?
* External projects, as defined for these surveys, include
government contracts by the indicated government agencies with other
government agencies as well as with private research groups.

The present survey (EIC-S-27) covers January 1956 through
November 1956, and includes both internal and ea;ternal research
on the Sino-Soviet Bloc. The material on external research projects
has been assembled by the Secretariat with the e~ssistance of the
External Research Staff of State Department as a. service to the
economic intelligence community.
COVERAGE AND LIMITATIONS
These listings, covering internal and external projects, consti-
tute a guide to most government-conducted and government-sponsored
economic research on the Sino-Soviet Bloc through the SECRET
classification. It should be noted that although the results of
many CIA sponsored contracts are UNCLASSIFIED, t:se relationship

This survey includes economic research projects that were either
in progress or completed during the period 1 JanLary 1956 through
30 November 1956? A map appendix (Appendix A) lists maps having
economic implications, produced by CIA and
includes the NIS Chapters on Map and Chart Appraisals forathealso
covered. The economic sections of National Intelligence Estimatesod
and certain of the basic Economic Contributions thereto are listed
by producing agency under the appropriate areas aad subject headings.
Economic sections of (and contributions to) Natioal Intelligence
Surveys are similarly listed, with general descriptions of these
sections given in Appendix B. As the Table of Co;rtents indicates,

Although the majority of the projects are primari]_y economic,
certain technical projects have been included which contain economic
sections or have economic implications.

The order of project listings is first by subject, thereunder by
geographic area, and thereunder by producing agency. The Table of
Contents lists the nine major subject divisions; each major subject
division has its own index incorporating in some instances a more
detailed subject breakdown than that given in the Table of Contents.
Within each subject category, the projects are broken down among
geographic areas as follows:', Sino-Soviet Bloc, Soviet Bloc, USSR,
European Satellites (as a grbup), and remaining individual Bloc
countries in alphabetical order. Within this geographic area break-
down the projects are listed,by producing agency as follows: first,
U.S. Government agencies are !listed in alphabetical order; following
these are the Economic Defense Advisory Committee (IDAC) Reports;
Economic Defense Intelligence Committee (IDIC) Reports Economic
Intelligence Committee (EIC) Reports; the National Intelligence
Estimates (N]E); the National Intelligence Surveys (NIS); and
respectively. As an additional aid, an alphabetical index is
included following the Appendices.

In all cases any request for projects listed in this inventory
should be addressed to the producing or sponsoring agency and channeled
directly through the appropriate liaison arrangements of the requestor's
agency.
