Introduction
In the course of assisting the State Department, Division of
Foreign Reporting, in a revision of the economic reporting system, the
Subcommittee on Requirements and Facilities for Collation of the Economic
Intelligence Committee set up a working; group to review in detail the
requirements of the intelligence agencies for minerals reporting. This
method of review was instituted as an experiment and designed to solve
the problem of achieving consistency of reporting for individual
commodities in a reporting system based on geographic units. 'Phe results
of the survey ar'e designed to be incorporated in the intelligence
agencies reconmiendations.
Because the Army and the Idavy reported onJ.ylpassing interESt in
this subject, most of the review was carried on by representatives from
CIA, Air Force and Ste~te. The Bux?eau of Mine>s also participated in some
of the discussions, but chase not to be intimately ccnnected with a
report because Interiors views on foreign reporting differ in some
respects from those of the intelligence agencies and would in any event
be presented independently to the Division of Foreign keport.ing.

effective. Furthermore, the Group tried to fit its proposals to the
new framework for economic reportinC now being adopted by the Department
of State. This new system basically transfers all instructions to
individual post instructions and seeks to avoid circular instruction
for repetitive reporting. It also attempts to set priorities on various
demands on post personnel. Consequently, for each subject on which the
Working Group reconuncnds reporting, the country coverage, frequency,
priority and type of reporting hes been noted. This memorandum, because
it is addressed to reporting for all countries and for all minernls~
may appear complex, but application of the proposals to a single country

minerals is described in the next few pages. Taking into account
possible requirements for each of these typos of reporting, the Grou
tried to simplify matters by proposing three levels of reporting, (a~
f~tl.l coverage which includes the largest number of subjects, most
frequent reports, and highest priorities; (b) medium coverage which is
less detailed; and (c) minimum coverage which is in the least detail,
The meaning of these cr;tegories is spelled out specifically in tables
1 and 2 and in the remaining text of this report.
In selecting a specific degree of coverage for any one mineral
in each country no arbitrary quantity, value nor pc;rcentage cut-off
points were fin~_11y established, but this approach was used as a starting
point, Instead the following criteria were applied to each of the
minerals covered:
1. The importance of the conunodity in world trade t~ilcen in
conjunction with the countryos contribution to world
2. Its importance to the country concerned;
3, Its strategic importance which included the grade
of material, to the free world.
