MEMORANDUM FOR: Chairmen and Executive Secretaries of All RIC
Subcommittees
SUBJECT: Subcommittee Annual Reports for Fiscal Year 1959
REFERENCE: E/C Handbook, p. 71, "Subcommittee Periodic Reports"
1. The officers of each EIC Subcommittee are requested to submit
a brief annual report summarizing the activities and accomplishmmts of
their Subcommittee during Fiscal Year 1958-59. This report should be
fully coordinated with the meMbere of your SC and should follow the
general outline set out in the "Guide for Annual Reporting on E/C Sub-
committee Programs - FY 1959," attached. The report should include
activities scheduled through 30 June 1959, as well as those accomplished
during the year.
2. It is requested that you give special attention to Item 2 on
"Rosearth and Collection Deficiencies," to /tem 9 a on "EValuation of
the Role of the Subcommittee," and to Part Bs, "Future Program of the
SUbcommittee."
3. It is requested that your report be submitted to the EIC Sec-
retariat an or before 15 June 1959. If you have any questions in con-
nection with the preparation of this report, the BIC Secretariat
is available for consultation.

GUIDE FOR ANNUAL REPORTING ON EIC SUFIC PROGRAMS, FY 1959
A. Activities of the Subcommittees During Fiscal Year.
1. Review of the Intelligence Product in the Subcommittees Field
of Ceimpetence.
Describe the nature of the SC review and evaluation of the state
of intelligence under its purview (including SC discussion and
comment on the planned economic research prograaW of partici-
pating departments or agencies)) and report any significant con-
clusions reached.
2. Research and Collection Lmficiencies.
a. Research Deficiencies.
1. Indicate the current status of the SC statements of
Priority Deficiencies of Research (RIC-S-1 Series).
2. If the SC-approved statements of Priority Deficiencies
of Research in your field(s) are more than 2 years old, or if
they need updating even though more recently approved, indicate
the SC,s plans for updating. Similarly, if applicable, Indicate
SC plans for completing statements of priority research deficien-
cies in sectors of the SC field which are not yet covered by such
statements.
b. Collection Deficiencies.
During the past several months, many of the SCs have been for-
warded for review and consideration CIA/ORR statements of priority
gaps in intelligence on various aspects of their respective fields.
The RIC Secretariat wishes to be advised as to the following:

1. The present status of SC consideration of the various
statements of gaps in intelligence submitted.
2. What response has the SC Secretariat had from the webers
as to the suitability of these statements of priority gaps for
use by the intelligence community?
3. What is the SC's considered judgement as to the feasi-
bility of the use of these and other OBE statements as a basis
for SC statements of Priority Collection Deficiencies, replacing
the RIC-S-16 Serien? The original intent in the implementation
of this program was to issue the SC-spproved collection deficiency
statement, following about the same format as the ORB statement,
as a replacement for ORR's normal updating of these collection re-
quirementa, including Whatever additional priority collection re-
quirements might be submitted by the SC.
3. Review of Substantive Papers.
a. Give a brief summary of the Subcommittee's activities in
reviewing, formally or informally, substantive papers during the
past fiscal year.
b. List, by title and agency preparing, individual papers
discussed, reviewed, or noted, in the Subcommittee (hiring the past
year.
4. Review of Proposals for External Research.
Give a brief summary of the Sdbcommitteles review of agency pro-
posals for external research, in accordance with the provisions of
DCID 3/1.
5. Maintenance of Agreed Basic Statistics.
Report extent to which the Subcommittee has been able to imple.-
meat the ETC recommendation to develop agreed basic statistics,
listing fields in which agreementlian been reached and areas cur-
rently.under consideration, together with an indication of other
areas for which agreed data maybe feasible, and arrangements, if
any, for keeping agreed estimates current.
6. Projects Undertaken at the Request of the SIC or Proposed to the
RC.
List all"projects Which the Subcommittee has undertaken at the di-
rection of the SIC, or which the Subcommittee has proposed to the
ETC.

7. intelligence Research Techniques.
Report any discussions on intelligence research techniques which
have been held under the auspices of the Sdbcommittee, and corn-
merits on err/ papers which have been presented on such techniques.
8. Special Coordination Functions of the Subcommittee.
List any special coordination functions, other than those listed
above, which have been performed by the Subcommittee, e.g., co-
ordination of contributions to NUG, assistance to USIB Committee
on Exchanges, etc.
9. Evaluation of the Role of the Subcommittee.
a. Evaluate the extent to which the SC is realizing its po-
tential as a medium for inter-agency review and coordination, as
a mechanism for improving economic intelligence research within
its field of interest, and any general views regarding definition
of its Mi8610110 include such commmts as individual agency rep-
resentatives may wish to submit as to the role of the SC or sug-
gestions as to how ita work maybe more effective.
b. in connection with 9a; list the factors, if any, which
impede the efficient functioning of the Subcommittee and any re-
medial suggestions which appear appropriate.
B. Future Program of the Subcommittee.
Describe plans which have been made as to the future program of the
SUbcommittee. All Subcommittees should conaider the manner in which
thsv can most effectively perform the "minimum" and appropriate
"additional" functions for SIC Subcommittees as outlined in the SIC
Handbook .and in the SC Terms of Reference.
