Countermeasures
1. Herewith is listed action taken in connection with sub-
paragraph 3c(3) of the Committee's "Six Months Report" dealing
with collection requirements on technical surveillance and oounter-
measures.
a. Meeting held of subcommittee on 17 September
1957 attended by of CIA,
Lt Col Cappucci of USAF, Mr. Friestedt of Defense
and Mr.. Smith of G-2.
(1) Consensus of group that collection require-
ments should be broad in scope and comprehensive in
coverage, but not couched in technical language.

Collection effort should be an aggressive one.
Dissemination to all concerned.
b. Internal meetings held in CIA with collection people
and with scientific intelligence research people.
(1) Agreed that CIA is appropriate agency to which
should be assigned formulation of detailed and individual
collection requirements to be prepared by a task force.
(2) However, that prior to preparation of such
specific collection requirements CIA scientific intel-
ligence people should prepare a study or research paper
on the present state-of-the-art in USSR of technical
surveillance devices and techniques including counter-
measures, with a completion date six months hence.

be served on the IAC community at once advising of
initiation of the project and of the desire to collect all
possible information on:

by NSC Special Committee at its November meeting.
