SUBJECT: Miniconference Schedule
1. The scheduling for the four: miniconferences to discuss the draftsenf

at the SI/TK/G security level. The schedule is as follows:
Electronic Warfare: 9 November
FIS: 12 November
Radar: 16 November
Communications: 19 November
It is important that those individuals in your organizations who should attend
these conferences be notified of these dates as soon as possible so that they
can plan accordingly.
2. The ground rules for these conferences are as follows:
o The draft of the chapter will be available for distribution to
attendees at least five working days prior to the conference. Tnis
is intended to give the participants an out line of the intelligence
baseline and analytical process, as well as the key judgments and.
conclusions. We are hoping that this will stimulate knowledgeable
participants to prepare materials that will support productive
discussion at the conferences and which will be of help to the
authors in refining their writeups. This discussion should not be
focused on line-in/line-out comments because of the preliminary
nature of the draft material.

SUBJECT: Miniconference Schedule
o We are hoping that we-can hold the attendance to about 15-25 people.
We need your help in identifying and attracting knowledgeable,
well-rounded, and experienced participants who are willing to
contribute new ideas and are not reluctant to put the author's
conclusions to the test. We assume that all of the participants will
be government employees; however, we can consider exceptions to this
rule if a good case can be made. To assist us in establishing the
attendance roster, we are requesting that each agency representative
propose the names of at~least one and not more-than three available
individuals as attendees from their organization. We are also asking
each chapter drafter to recommend up to five attendees (from any
organization) for the conference on his chapter. We need the names
of your proposed attendees by 26 0 finalize the
rosters and send out directions to and instructions
for submission of clearances.
